Description
This is a SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION; not a pre- solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of companies engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the National Archives and Records Administration (NARA), College Park, MD to identify sources capable of providing the following: NARA Contracting is conducting market research. NARA seeks to procure quarterly preventative maintenance of the custom-designed, manufactured, and installed Vaults for the Charters of Freedom and the Integrated Automated Retraction Systems in order to keep the hardware, software, mechanical systems, and structure of the integrated systems in best working condition, thereby ensuring the continuous display and safe storage of the Charters of Freedom. Services required: The contractor must provide the following services: 1. Quarterly preventative maintenance during a 12-month period of a custom-designed and installed Charters Vaults and Integrated Automated Retraction System (document shuttles), including the hardware, software, mechanical systems, and structure of the integrated systems. 1.1. Quarterly preventative maintenance visits will take place during non-business hours when the Charters of Freedom are not on display. 1.2. Response to emergency service calls is to be within 2 hours of notification by telephone or email. 1.3. Price is to be inclusive of all parts, labor, and travel expenses. See Section 2 for a discussion of the parts and components to be maintained and included in the price. 1.4. A written report is to be submitted to NARA following each preventative visit. 2. During each preventative maintenance visit for the three vaults and document shuttles, the following custom-designed components will be inspected, maintained, and as necessary repaired or replaced in whole or in part: 2.1 Shuttle system a. shuttle operation and condition b. aisle MIA controls c. aisle E-Stop controls d. beacons e. warning horn f. horizontal sync flag sensors g. horizontal sync flags h. floor anchors 2.2 Electrical system a. electrical enclosures b. interface board c. AC operating voltage d. air filters e. circuit boards f. indicator lights 2.3 Door drive system a. drive motor b. brake c. door guide rollers d. encoder e. wire rope f. couplings g. locking pins 2.4 Shuttle and shuttle drive system a. shuttle plates b. shuttle chains c. rollers/slide bearings d. sprocket teeth, shafts, thrust washers, etc. e. encoder timing belt f. shuttle top plate g. torque limiting clutch 2.5 Lubrication a. door gear reducer b. shuttle gear reducer c. shuttle chains 2.6 Vault doors a. lock and locking mechanism b. door operation and floor clearance c. door stops and integrated components 3. Service is to be provided at the following location: National Archives and Records Administration 700 Pennsylvania Avenue, NW Washington, DC 20408-0001 Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Detailed information regarding previous and current preventative maintenance services on comparable installations. 5. Commercial market information and practices applicable to this request. 6. A positive statement of your intent to submit a quote as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. SAM: Interested parties should register in the System for Award Management (SAM). The SAM can be obtained by accessing the internet at www.sam.gov. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, do not request a copy of the Solicitation. After a review of the responses received, a pre-solicitation notice and solicitation may be published on Federal Business Opportunities (FedBizOpps) website. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
