- This is a sole source combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT5714Q80038 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The NAICS Code is 561599 and the Small Business size standard is $19M. This solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective January 30, 2014. The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, has a requirement to provide lodging for nine (9) individuals, for six (6) weeks. The Government intends to award a Firm Fixed-Price Purchase Order on a sole source basis to the Residence Inn Marriott, Cambridge, MA. The Statement of Work (SOW) for Lodging from July 06, 2014 through August, 16, 2014 is as follows (BEGIN): 1.0 Background: The Volpe Center operates within the Office of the Secretary of Transportation Office of the Assistant Secretary for Research and Technology. The Volpe Center provides research, analysis and systems capability to DOT and other agencies requiring expertise in national transportation and logistics programs. The Volpe Center, on behalf of the United States Department of Defense - U.S. Africa Command (US AFRICOM), will be conducting a workshop in an effort to support the sustainability of AFRICOM and partner-nation sponsored maritime surveillance systems. 2.0 Requirements: The Contractor shall provide nine (9) rooms in the immediate vicinity of the US Department of Transportation, Volpe National Transportation Systems Center, 55 Broadway, Cambridge, MA 02142, from Sunday 06 July, 2014 through Saturday 16 August, 2014. The Contractor shall make these rooms available at a rate not greater than the Federal Fiscal Year 2014 per diem rate of $207.00 per night, billed to the Volpe Center. The hotel rooms shall be provided solely on the basis of one individual to a room. The hotel rooms will be furnished with kitchen amenities at a minimum that include: a refrigerator, microwave oven, cook top stove /conventional oven, dishwasher, microwave oven, pots & pans, utensils, serving dishes, and silverware. Internet services shall be included as part of the room rate. Note: The requirement is solely for the reservation of nine (9) rooms. Each occupant will be responsible for his/her own incidental charges secured by either a credit card or a refundable cash deposit of no more than $200.00. All incidental charges incurred are to be paid upon checkout by the attendees. The Government will not be liable for any local or long distance telephone calls made by the occupants. The Contractor shall be responsible for the collection of telephone bills for calls made by the occupants. The Government assumes no liability for damage caused by the occupants. The Contractor shall be responsible for resolving any damage claims caused by an occupant; and, the Contractor shall be responsible for notifying the Volpe Center Technical Point of Contact of any claims against an occupant and the nature of the incident not later than 24 hours after the incident. 3.0 Period of Performance: Sunday July 06, 2014 through Saturday August 16, 2014. Statement of Work - (END) Pricing: The Offeror shall provide pricing for the following Contract Line Item Number (CLIN): CLIN 0001 - Lodging for nine (9) persons, Total of nine (9) rooms, from July 06, 2014 - August 16, 2014. INSTRUCTIONS TO OFFERORS: The signed offer must be submitted electronically via e-mail to Darcy.Hubbard@dot.gov. The offer should be addressed to the following: U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Darcy Hubbard, RVP-32, 55 Broadway, Cambridge, MA 02142. The time for receipt of offers is 3:00 PM Eastern Time on 04/02/2014. FAR 52.212-1, Instruction of Offerors-Commercial Items is hereby incorporated by reference. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. All Contractors must be registered in Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Contractors may access Central Contractor Registration (CCR) via System for Award Management (SAM.Gov) to register and/or obtain information about the registration. Additionally, solicitation Representations and Certifications are no longer provided within the solicitation and must be submitted on-line through SAM.gov. The Government intends to award one (1) purchase order on a firm-fixed price basis as a result of this solicitation. The period of performance for this purchase order will be from July 06, 2014 through August 16, 2014. This RFQ is expected to result in a single purchase order award, subject to receipt of an acceptable quotation. The Offeror is reminded that as of January 1, 2005, it must provide Certifications and Representations online at least annually via ORCA at the following website: http://orca.bpn.gov. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is hereby incorporated by reference. Additional clauses cited in 52.212-5 that apply to this acquisition are: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.223-15, 52.223-18, 52.225-13, and 52.232-33. The following notice is provided for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
