- Thi is a notice of intent to sole source. This is not a Reques for Quote nor a solicitation: Accelrys Software, Inc. MS Visualizer & Collection Full Maintenance Agreement NAICS: 511210 The government hereby submits a notice of intent to award a sole source firm fixed price purchase order. In accordance with FAR Part 6.302-1, there?s only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Environmental Protection Agency?s Office of Superfund Regional Procurement Operations Division intends to award a Sole Source Firm-Fixed priced Purchase Order for MS Visualizer software. The intent is to issue the Purchase Order to Accelrys Software, Inc. at Dept. CH10892 Palatine, IL 60055-0892. This is not a Request for Quotes. This notice comes after the recent development of a computational chemistry method for predicting critical kinetic data for the EPA air quality model used by OAQPS. In this approach, state of the art software and workstations have been employed to carry out high level dynamic and structural calculations for atmospheric reactions of interest. Accelrys Software has played a central role in integrating the results of several advanced computational programs, namely Gaussian 09 and DMol3 by providing advanced modeling, analysis and visualization tools. The MS Visualizer is useful for providing reasonable chemical structures for input into the electronic structure programs. Additionally, reactions may be conveniently visualized after optimizations have been carried out thereby providing crucial insight into the reaction dynamics. These capabilities, along with a user-friendly interface make MS Visualizer unique and indispensible for electronics structure calculations. Perpetu al licenses for the MS Visualizer were purchased from Accelrys Software several years ago. Recently, EPA has upgraded work computers to the Windows 7 Platform which necessitate the latest version of the MS Visualizer program. Without the brand name agreement/MS Visualizer in place, its anticipated to be delayed at least six months to install and evaluate an alternative program that will more than likely, not assimilate well with the Gaussians 09 and DMol. Without the license of the MS Visualizer, the EPA will not be able to meet the needs of their customers. Accelrys Software, Inc. is the requested and required source as explained from the Program Office and outlined in this notice. Accelrys Software, Inc. is the only company that can offer the software/maintenance agreement as stated to continue work without interruption. All responsible sources may submit a response for consideration. No solicitation or Request for Quote is necessary since as this is strictly a notice of intent to award as a sole source purchase order.
