- Justification Statement of Requirements This is a combined synopsis/solicitation in accordance with the format in FAR Part 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. USDA-National Finance Center (NFC), New Orleans, LA is requesting to: 1. Procure Software Maintenance for QUEST STAT for PeopleSofte. Period of Performance, 5/15/14 - 5/14/15. Quantity = 49. Statement of Requirement is attached. This award will be utilizing the simplified acquisition procedures under FAR Part 13, FAR Part 52.212-1 Instructions to offerors-Commercial Items; FAR Part 52.212-4 Contract Terms and Conditions-Commercial Items; FAR Part 52.212-5 Contract Terms and Conditions required to implement Status or Executive Orders-Commercial Items; FAR Part 52.232-33 Payment by electronic fund transfer; and AGAR 452.209-70 and 452.209-71 (attached to be completed) apply. Vendor must have registered in the System for Award Management (SAM) database at www.sam.gov to receive this award. All quotes must be sent to Ronelda Brister via email at Ronelda.Brister@nfc.usda.gov, no later than the above mentioned response date and time.
