Attachment RFI-CMS-2014-MAC Important Information for Potential Offerors and Interested Parties Concerning - • Part A/Part B (A/B) Medicare Administrative Contractors (MACs) • Postponement of Final Two A/B MAC Contract Consolidations THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal. This RFI does not commit the Government to contract for any supply or service. Further, CMS is not seeking proposals through this RFI and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future procurement, if conducted. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. CMS may or may not choose to contact individual responders. Such communications would only serve to clarify written responses further. The information provided in the RFI is subject to change and is not binding on the Government. This RFI should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Target Audience for this Request for Information - This request for information will be of interest to all contractors and other parties that have an interest in CMS' updated plans for "Round II" and "Round III" of the A/B Medicare Administrative Contractor (MAC) procurements. Background Information - CMS issued a Request for Information (RFI) on July 22, 2010, concerning several A/B MAC Round II procurement issues, including CMS's plans for consolidating certain A/B MAC workloads. In particular, the RFI described in some detail how CMS would reduce the number of A/B MAC contract workloads from fifteen (15) to ten (10) over a period of several years through targeted consolidation of several pairs of A/B MAC contract workloads. CMS has incorporated the concepts articulated in the 2010 RFI into its subsequent solicitations for A/B MAC contracts. As of March 2014, CMS has achieved three (3) of the planned A/B MAC contract consolidations, and there are presently twelve (12) A/B MAC contract workloads. Postponement of Final Two A/B MAC Contract Consolidations - After due consideration of several current program trends, CMS has decided to postpone the final two A/B MAC contract consolidations for up to one additional MAC procurement cycle (5 years). These considerations, as well as the scope and impact of this CMS decision, are laid out in the companion document to this RFI. Request for Information - CMS invites comments on any and all aspects of this RFI (including the attachment). In particular, CMS invites comments from interested parties on the following issues: • How should CMS go about evaluating whether the various environmental considerations that led to CMS's decision (see "Reasons for Delaying the Final Two Consolidations") have been sufficiently mitigated to permit the resumption of A/B MAC contract consolidations? • Are there additional issues that CMS needs to consider and resolve, before resuming the A/B MAC contract consolidations? For instance, are there additional "business environment" questions that need agency consideration? How should CMS go about developing its risk assessment framework?
