- Due to proprietary rights to the product design and functionality, the Corpus Christi Army Depot (CCAD), Corpus Christi, Texas intends to award a sole source commercial purchase order to Helitune, Inc., 190 Gordon St, Elk Grove Village, Illinois 60007-1120, under the Test Program for Commercial Items (section 4202 of the Clinger-Cohen Act of 1996) or the authority of the Services Acquisition Reform Act of 2003 (41 U.S.C. 428a) as implemented by Federal Acquisition Regulation (FAR) Part 13.501(a)(1)(ii), an acquisition under the authority of the test program for commercial items. This requirement is for a Rotor Blade Tracking System Hardware and Software for Blade Balance Stand (BBS) #2 for CCAD's whirl tower facility. This special notice is not a request for proposals or quotations, no solicitation package will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Office within 7 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements for this requirement.
