Description
The U.S. Department of Housing and Urban Development (HUD) intends to solicit, negotiate, and/or award a sole source Purchase Order (PO) contract to Standard & Poor's Financial Services LLC (S&P), 55 Water St 37th Floor, New York, NY 10041-0004. The services to be provided includes the acquisition of a suite of comprehensive financial content covering credit ratings and reviews of the global banks, residential and commercial mortgaged-backed securities research, and an electronic ratings delivery service of corporate entities and structured finance deals. The services provided by S&P will provide access to a suite of comprehensive financial ratings information as listed below to support the Government National Mortgage Association's (GNMA) efforts to perform risk assessments, financial analysis, Economic Forecasting and Stock and Bond market research. This content will be delivered on-line as an electronic financial subscription service. S&P will provide the unique on-line financial services of RatingsDirect and RatingXpress, thus giving GNMA the ability (at a minimum) to: • To access actionable market intelligence and risk analytics based on S&P's extensive global credit ratings, issuer research, industry commentary and original Tearsheets. • Get aggregated intelligence at the sector, sub-sector and industry level. • Conduct deep dives at the entity, instrument, Deal and Security level. • Obtain early-warning signals that compare key fundamental ratings to Market Derived Signals that incorporate daily pricing information from the Credit Default Swaps (CDS) marketplace. S&P is the only financial and credit research vendor that could publish their financial ratings information and related risk information directly into GNMA's proprietary risk applications. This contract award will be for a Purchase Order contract issued on a Fixed Price (FP) basis. The anticipated period of performance is for one 12-month Base Period and four 12-month Option Periods, for a total contract period of 60 months. The North American Industry Classification System (NAICS) code for this requirement is 519130, INTERNET PUBLISHING AND BROADCASTING AND WEB SEARCH PORTALS. The applicable Size Standard is 500 employees. The Product Service Code (PSC) is R710, Financial Services. Services are being procured under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Also see 41 U.S.C. 253 (c) (1). THIS IS A NOTICE ONLY AND IS NOT A SOLICITATION OR REQUEST FOR OFFERS OR PROPOSALS. The determination not to open this requirement to competition is at the sole discretion of the Government. The intent of this notice is for informational purposes only. Interested firms responding to this notice must provide a capability statement demonstrating their experience, skills and capability to fulfil the Government's requirements for the above. The capability statement shall be sufficient enough in detail, but not exceed ten (10) pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the above requirement. The email shall contain the following subject line: Response to Notice-Financial Subscription Services. No information or credentials offered via telephone will be accepted. The Government will not pay for any cost associated with providing capability information. All interested firms should submit their capability statements no later than 3:00pm Eastern Standard Time on Wednesday, March 26, 2014, to the attention of the contacts listed above.
