- The Centers for Disease Control and prevention intends to award a sole source firm fixed price purchase order to The University of Michigan for updated NEISS-AIP archived data for University of Michigan, ICPSR Public Use Data Files. Data from the National Electronic Injury Surveillance System - All Injury Program (NEISS-AIP), 2000-2010 and CDC/NEISS Nonfatal Firearm Injury Surveillance Study, 1993-2010 have been archived at ICPSR for more than one decade. These NEISS data sets have been maintained as part of a comprehensive violence, injury, and criminal justice data base that includes the National Archive of Criminal Justice Data (NACJD), operated by ICPSR in partnership with the Bureau of Justice Statistics (BJS), Department of Justice (DOJ). ICPSR is the only Contractor that operates and provides data processing/management services for data sets within this unique and comprehensive data base. ICPSR's primary mission is to archive public health, criminal justice and social science data sets for sharing with social/public health researchers. They have demonstrated, by past performance, the expertise, infrastructure, and facilities necessary to archive, manage, and provide ready access, through an existing, user-friendly, web-based user interface, to these NEISS data sets and associated documentation in a professional manner with high integrity and necessary information security. ICPSR is highly regarded for their outstanding service in providing easy access of federal public use files to researchers. No other organization has this capacity or track record. Also, because ICPSR has been archiving these NEISS data sets and associated documentation for over a decade, continuing this service is most beneficial for CDC.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within thirteen (13) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to William Brannen at by 5:00 P.M. March 31, 2014.
