- This order is amended to give answers to questions that arose during the scheduled Site Visit on March 14, 2014. Change the COTR (Contracting Officer's Technical Representative from Thomas Niederriter to Marshall Reed and appoint Thomas Niederriter as the COR (Contracting Officer's Representative). 1) Please confirm that the locked storage room located by the back gate / loading zone seen during the site visit, is the central pick-up location the bid references. The locked storage room is the only place we store biological waste for pick it up. 2) The bid states that the EERC has "a need for turnkey services to pack, label, manifest, load, transport and dispose of Biological/Infectious and Regulated Medical Waste, 6.2, UN3291, PGII as detailed herein and in accordance with the terms, conditions, and specifications contained in this document." Please define what is expected from the contracted vendor in regards to packing and labeling. What is the current process? Packaging and labeling of the package with a Generator Label is done by ERRC personnel. Contracted vendor will weigh the prepared package and place it on their truck for removal. As stated in the Statement of Work and clarified in the first amendment all supplies will be included in the per pound price (this includes box, heavy duty liner and red bio-bag) or any other mechanism proposed. 3) Please describe how this waste currently being collected within the facility, and then transferred (moved) to the central pick up location. The Custodial staff removes the prepared package from the hall once the scientist has completed his/her prescribed tasks. The custodial staff has been trained on what to look for on the boxes and will not transport a box to the holding room unless all criteria are met. That includes filling out Generator Label, Stains, Evidence of leakage and properly taping. 4) Would pricing for an alternative solution (96 gallon medical waste containers, with liners, wheels and locks) be accepted in regards to the collection, transfer, and storage of this waste from the collection sites to the central pick-up location? ERRC would be interested in seeing the pricing for an alternative solution, especially if that solution is puncture resistant, increasing safety of the custodial staff. 1) Does the USDA staff pack the boxes, or is the contractor required to pack the boxes? Is there any dirt? There is no dirt discarded from the ERRC. There occasionally are meats, such as ham, steak, kidneys discarded. These are food stuff and not pathological samples. b. Is autoclave an acceptable treatment for the material or must it be incinerated to assure the proper efficacy? There are no Pathological samples or debris discarded by ERRC. Our biological waste contains autoclaved petri dishes, meats (store bought), eggs and other foodstuff and post-harvest materials from BSL-1 and BSL-2 laboratories. ERRC does not maintain nor work with human samples. ERRC does not maintain nor work with live animals. 3) How is the material currently weighed for the billing? a. Does the contractor bring a scale to weigh the material? Currently the contractor brings a scale in the back of the truck. b. Is bringing a scale acceptable, or does the facility provide a scale to weigh the material? We are purchasing a new scale to spot check packages to ensure the scientists are labeling properly. This scale can be used by the contractor. We will calibrate this scale yearly and the contractor will be able to check the precision with a known weight if needed. The contractor is welcome to bring their own scale but we would like to be notified if there are any large discrepancies from the labeled weight to the actual weight.
