Description
THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) are seeking sources capable of performing the requirements necessary to maintain the observatory. The northern tropical atmospheric research station at Ragged Point, Barbados (RPB) is located on the eastern edge of the island with direct exposure to the Atlantic Ocean. It is located in the parish of Saint Phillip, about 1 km (0.6 mile) NNE of the village of Sealy Hall with geographical coordinates, latitude of 13.1650 N, longitude 59.432 W, and mean altitude above sea level (masl) of 15 meters (~49.5 ft). It experiences generally easterly winds disrupted routinely by the passage of cyclones and anticyclones. The Ragged Point, Barbados station is an important site by providing an opportunity to observe and monitor both regional and global influences, because of the unique characteristics of a relatively remote coastal location. It also provides an important link of northern hemispheric Atlantic Ocean stations to those of NOAA's Pacific Ocean stations for comparison in international assessments of stratospheric ozone depletion, climate forcing, and air quality. To maintain the observatory facility and instrumentation year round; site must be staffed at least 5 days a week to verify instrumentation, security, calibrations, and maintenance. The mission is to acquire, evaluate and make available accurate, long-term records of atmospheric gases in a manner that allows the causes of the change to be understood. The Advanced Global Atmospheric Gas Experiment (AGAGE, formerly called ALE and GAGE) has operated continuously at this location since 1978. There are two in-situ instruments, dedicated trailer/laboratory, concrete slab, phone and internet connections there. The gas chromatograph-multi-detector (GC-MD) instrument started measuring atmospheric chlorofluorocarbon-11 (CFC-11), CFC-12, methyl chloroform (CH3CCl3), carbon tetrachloride (CCl4) and nitrous oxide (N2O) in 1978, CFC-113 in 1985, and methane (CH4) and chloroform (CHCl3) in 1996. A state of the art Medusa gas chromatograph-mass selective detector (GC-MS) instrument, with capability of measuring more than 40 trace gases, was installed in May 2005. After 17 years of operation, a rusted trailer/laboratory was removed in July 2013, and a new laboratory was installed shortly afterward. The location is Ragged Point, Barbados Station Sealy Hall, Saint Phillip Parrish, Barbados. SPECIAL REQUIREMENTS: The instrument suite is highly specialized and requires a skilled technician to operate. The government does not provide training on the instrumentation. Vehicle access to Ragged Point, Barbados is gated and the University of Bristol issues the key. Vehicle access is required by the contractor to meet the NOAA mission at Ragged Point, Babardos. NOAA cannot grant access for the completion of the work and the contractor is responsible for securing access separately. Access will be verified during the evaluation of the proposals. The government does not provide any equipment or laboratory. That is the responsibility of the contractor. WORK TO BE PERFORMED Maintain the observatory facility and instrumentation year round; site must be staffed 5 days a week to verify instrumentation, security, calibrations, and maintenance. Facility maintenance includes, but not limited to, general upkeep and rust mitigation for the AGAGE trailer and tower. Instrument operations include: 1.GC-MD instrument •AGAGE uses gas chromatography (GC) with electron-capture detection (ECD), flame-ionization detection detection (FID), and mercuric oxide reduction detection (MRD) to measure five biogenic/anthropogenic gases. This instrument requires periodic maintenance (changing of carrier and calibration gases at least once a month), visual observation, checklists, and evaluation of data. 2.GC-MS instrument •AGAGE uses gas chromatography (GC) with a mass selective detection, also called a mass spectrometric detector. This instrument requires periodic maintenance (changing of carrier and calibration gases at least once a month), visual observation, checklists, and evaluation of data. See Table 1 for gases currently measured. 3.Physical laboratory upkeep. Air conditioning filter changes, phone and internet line maintenance and testing. 4.Logistical support/supplies for other episodic sampling campaigns conducted by NOAA as well as non-NOAA entities (partners). The Government is especially interested in responses from SBA certified small business concerns that are capable of performing the work described within this notice. The contractor shall provide all supervision, material, and labor necessary to maintain the observatory. The anticipated period of performance is a one-year base period with four-one year option periods. The NAICS code for this requirement is 541990, Professional, Scientific and Technical Services and the small-business size standard is $14.0. The Government anticipates awarding a fixed-price service contract. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements related to this work. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit information to include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 3) A brief description of your firm's recent past experience (within past 3 years) performing complex similar work as described above; 4) Identify from the list of major work components above those that your firm would likely subcontract out. Any subsequent contract will contain the mandatory FAR clause 52.219-14, Limitations on Subcontracting, which limits subcontracting costs to 50% of the price of the contract.
