- The Pension Benefit Guaranty Corporation (PBGC) is a Government owned corporation, established under Title IV of the Employee Retirement Income Security Act (ERISA) of 1974. Background and mission information are available at http://www.pbgc.gov/about/about.html. The purpose of this requirement is to obtain benefit administration support services in support of PBGC by administering benefits, maintaining records, and managing communications with the participants and beneficiaries of the pension plans trusteed by PBGC. The scope of work shall include, but is not limited to the following services: gathering and maintaining participant data for existing and newly terminated pension plans; processing benefit payments to eligible participants and beneficiaries; processing deceased notifications, change of address requests, and payment destination changes; assist in preparing benefit determination letters; maintaining participant documentation; processing and responding to written inquiries from plan participants; conducting ongoing records management; responding to inquiries; supporting participant data reviews and database-building; plan closing reviews; and, post-valuation administration. The Contractor shall be responsible for acquiring the personnel, facilities, and support services to perform these services. PBGC will provide the Contractor with information technology hardware and software to perform the services necessary under this requirement. The appropriate NAICS code for these services is 524292, Third Party Administration of Insurance and Pension Funds, with a small business size standard of $30,000,000.00. The anticipated contract will have a base period of performance of twelve (12) months and four (4) option periods consisting of twelve (12) months each. In order to be eligible for award, all responsible sources must be registered with System for Award Management (SAM). Contractors may register online at the website, www.sam.gov. The solicitation and any amendments will be available through the Federal Business Opportunities (FBO) website https://www.fbo.gov. PBGC anticipates issuing the solicitation on or about April 18, 2014 and making an award on or about August 28, 2014. These dates are approximate. Interested parties are responsible for monitoring the FBO website for the most up-to-date information concerning this forthcoming solicitation. Paper copies of the solicitation and any amendments will not be distributed. Upon issuance of the solicitation, there will be an identified question and answer period.
