Description
Draft SOW The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to place on a Sole Source basis, a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity contract to Lockheed Martin Corporation (LMC), Middletown, RI 02842, for the purchase of operational maintenance and technical engineering services in support of the acquisition and life cycle maintenance of the Ohio Class Submarine Command and Control System / Non-Propulsion Electronic System (CCS/NPES) Data Processing Subsystem (DPS) shipboard/non-shipboard system and subsystems and related elements. The DPS is a "mission critical" legacy subsystem comprised of the DPS UYK-43 hardware computer and its associated software. The DPS UYK-43 and its software are propriety to LMC. As such LMC is not only the OEM for DPS, but they are also the Subject Matter Experts (SMEs) for the DPS. Additionally, much of the equipment and associated components have exceeded end of life (EOL) and are no longer manufactured. The experience, skill set, and timeliness in response required for installation, maintenance, and repair of the related systems rests solely with the LMC staff. This acquisition is a follow-on to N66604-09-D-1340 with LMC and it is anticipated that an average of 28,457 manhours will be required per year over the five-year period of performance. The NAICS Code is 541330 and the size standard is $35.5M. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Further details will be released upon issue of RFP# N66604-14-R-0597, which is anticipated to be on or about 1 May 2014.
