- RFI Sheet This is a Request for Information (RFI) for commercial services in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.1. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the vendor. All submissions will be treated as business confidential materials, will become Government property, and will not be returned. Respondents should properly mark any proprietary information, and DSCA will control it as such. Do not send any classified information. Participation in this effort is strictly voluntary. The Defense Security Cooperation Agency/DSADC is currently conducting market research to replace an aged, Oracle-based, custom developed MS Access workflow management system. In replacing this system, additional capabilities/attributes combining aspects from both Project Management and Application Development Life Cycle Management (ADLM) software are desired and specified in Section II of this document. Ideally, the Government would like the requirements in Section II can be met with a single COTS product, however, multiple product approaches will be welcomed and reviewd. Submissions in response to the software and training questions are limited to a total to five (5) 8.5" x 11" pages (12 font size, Times New Roman font face with 1 inch margins., Charts, graphs, or capability brochures do not count against the 5 page limitation. MARKET RESEARCH ATTRIBUTES & QUESTIONS The Project Management Software must have the following attributes: • Capability to update in real time by my multiple system users simultaneously • Highly configurable • User friendly • Capable of role based security settings and accessibility • Capable of accommodating changes in the strategic plan • Improved forecasting • Ad hoc query capability • Activity tracking and status updates • Online collaboration and discussion forums • Track total cost of service delivery The ADLM software must have the following attributes: • State of the art reporting capabilities • Ability to create ad hoc queries • Workflow management capabilities • Integration to version management • Strong facilities for integration to other ADLM tools • Consistent release train, utilizing cloud technology to assist • Multi-tiered workflow hierarchy • Capable of overlapping software releases Software Questions/Requests: • Describe the service and support package. • What operating system does the software run on? • Identify all unenclosed 3rd party product dependencies required for your software to operate. • Can your software be set up to run unattended or controlled by a script? • Describe your organization's software implementation services. Training Questions: • Describe your formal user training and provide the options available. • Describe your consulting services in the areas of Configuration Management, Installation, Setup, Training, and Development.
