- The Department of Veterans Affairs VISN 15 Contracting Office is seeking potential sources for the purchase of a LEVEL ONE FLUID WARMER 115V. NAICS Code selected: 339112, Surgical and Medical Instrument Manufacturing. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. The requirement is for the Dwight D. Eisenhower VAM C, Leavenworth, KS 66048. Brand name or equal as listed below. Must meet or exceed the characteristics as stated below: Smiths Medical Level 1 Fluid Warming System 115V Domestic, model #H1100 Requirements: "Irrigating System can deliver large volumes of body temperature irrigation at optimum flow rates. The Irrigation System delivers a clear, bubble-free field of vision, which allows surgeons to operate with confidence and with no change in surgical technique. "System offers an effective solution for keeping patients warm during high volume irrigating procedures. Set up is easy and the system use does not require any changes in surgical technique. "System delivers body temperature fluid at flow rates ranging from 620 to 650 ml/min. "Must be compatible with currently stocked Smiths-Medical IR600 disposable Irrigating set. "System uses gravity flow. "System must have electronically operated I.V. pole that can automatically lift up to four 3L bags at the touch of a button. "Irrigation Fluid Warmer employs a safe recirculating solution heating system, inherently free of any "hot spots." The primary temperature control circuit sets the recirculating solution to a temperature of approximately 41.7 °C for efficient heat exchange and maximum fluid warming. "The Add Recirculating Solution mode of the Fluid Warmer indicates that the solution level in the recirculating solution reservoir is below its minimum level. "The Over Temperature Alarm mode is entered when the temperature of the recirculating solution reservoir is at or above 43.9 °C ( ± 0.1oC). The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statement regarding the company's ability to provide the service above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to proceed as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest, however, preference will be given IAW FAR Part 8 and VAAR Part 808. The Government must ensure there is adequate competition among the potential pool of available contractors. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office via email by 5:00 PM CST Time on 20 March 2014.
