- BRIEF SUMMARY: The purpose of this Sources Sought Notice is to identify the various types of businesses who are interested in and are capable of performing and meeting the requirements for production and installation for one (1) Piper Seneca III Flight Simulator in support of the Government of Costa Rica. The Piper Seneca III Flight Simulator shall meet the requirements defined in this SOW. The effort includes spares and operator training. Interested parties are invited to submit a capabilities statement indicating their ability to provide the product described herein. The anticipated requirement NAICS Code: 333318 - Other Commercial and Service Industry Machinery Manufacturing for FedBIZOPPS or unless procured under PEO STRI Omnibus Contract II (STOC II): 333319. It is anticipated that the contract type will be Firm Fixed Price (FFP). PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a Foreign Military Sales (FMS) requirement for one (1) reconfigurable Piper Seneca III Flight Simulator. The contractor shall develop, produce, install, and sustain the Piper Seneca III Flight Simulator. The effort includes spares and operator training. The contractor shall conduct installation and acceptance test of the Piper Seneca III Flight Simulator in Costa Rica. The contractor shall deliver all Piper Seneca III Flight Simulator software, spares, and associated technical data. Piper Seneca III Flight Simulator FAA Requirements: The Piper Seneca III Flight Simulator shall meet, at a minimum, the requirements outlined in the U.S. Department of Transportation Federal Aviation Administration (FAA) Advisory Circular 61-136, Appendix 3 (Advanced Aviation Training Device (AATD) Requirements). The process for obtaining actual written FAA certification is not required; however the requirements for such certification must be met and demonstrated prior to acceptance. Piper Seneca III Flight Simulator Technical Requirements: The Flight Simulator shall be configured to the Multi engine Piper Seneca III (Threshold requirement). It is desired for the Flight Simulator to be reconfigurable to the single engine Cessna Caravan (Objective requirement). The Flight Simulator shall have a motion platform. The Flight Simulator shall be able to render an Out the Window (OTW) Visual scene. The Flight Simulator visual system shall provide acceptable cues in both day and night visual flight rules (VFR) and instrument flight rules (IFR) meteorological condition. The Flight Simulator shall have a fully enclosed cockpit and control loading system. The Flight Simulator shall include a visual database of America. The Flight Simulator shall provide a student monitoring system and debrief station. The contractor will be responsible for shipping to the final destination Training The contractor shall develop and provide a combined Operator and Maintenance Training through a combination of classroom, written instructions, and hands-on operation for the training system. The training shall be conducted on site and will include a one (1) week course with one (1) instructor. The contractor shall develop all training courseware including programs of instruction, lesson plans, and practical exercises for the training system. The contractor shall deliver all training products, to include classroom presentations and instruction, in English. ACQUISITION APPROACH: The Government anticipates that the program requirement will be fulfilled via contract award in FY14. The acquisition strategy has not been determined. The anticipated delivery date is 180 days after contract award. ESTIMATED DOLLAR VALUE: USD $190,000. RESPONSES REQUESTED: Contractors desiring to be considered for this opportunity are requested to submit responses which should consist of the following: (a)A submission of your firm's detailed capabilities to meet the training requirements. (b)Your firm's degree of familiarity and specific experience with implementation of training solutions to meet the training requirements. (c) A submission of your firm's resources available to produce and deliver the trainer in the time frame you propose. Your resources available should address production, sourcing, personnel, and OCONUS Support. (d)A statement indicating if they are a large or small business (if small, please indicate any applicable socio-economic status such as Small Disadvantaged Business (SDB), Service-Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUB Zone, etc.) under NAICS 333318 or 333319, if they are interested in participating as the prime Contractor or as a Subcontractor, and if they are planning to team with other companies for this contract.
