- Sole Source Synopsis: USPFO of Colorado intends to award a contract to Classic Bicycle Racing LLC for booth rental space at this year's USA Pro Challenge Event. This procurement is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. The Colorado Army National Guard will be purchasing a 20'x40' booth space for recruiting at the USA Pro Challenge Event. We will be attending 7 event dates: August 18-24, 2014. In addition to the booth space the COARNG will be named an official partner of the 2014 USA Pro Cycling Challenge Events. This partnership includes the rights to use the USA Pro Cycling Challenge Official Partner name, logos, trademarks, service marks, designs, product and service identification, artwork and other symbols and distinctive indicia associated with the event, as well as an official Jersey Partner with quote mark Colorado Army National Guard quote mark printed on the Colorado Jersey. A COSARNG representative will award the quote mark Best Colorado Rider Jersey quote mark award daily via a highly visible national and international television audience. There will be numerous media integration options via television, digital and print. One 30 second commercial unit on NBC will be aired daily as well as one 30 second commercial unit on NBC Sports Network, daily. One 30 second commercial unit will be featured daily on Tour Tracker as well as a rotating logo featured on the Tour Tracker homepage. Social media mentions in relation to the Best Colorado National Guard Jersey will be included in the Summer of Cycling activation program. One half page add will be featured in the Official Event Guide, a logo featured on Official `Thank You` ad and logo ID and Best Colorado Rider Jersey inclusion in printed Map Guide. A heavy marketing presence will also be provided in the form of branded course-side barricade signs. Four will be displayed at the Start Line ad Eight will be displayed at the Finnish Line. Two 15 second on-site live PA announcements will be read at Finishes, daily. Two 30 second rotating commercial spots on the giant LED screens at Stage Finish, Daily and a logo featured `Thank You` block in Festival. There are no other known sources that can provide the resources that are unique to this requirement in the required timeframe. The USA Pro Challenge and KOM Sports Marketing are the sole providers of this event in Colorado and the only licensed organization to host an event as USA Pro Challenge. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
