- The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced follow-on sole source contract to MCB SYSTEMS INC., to provide major upgrade and modernization of the Basin Map software. This system provides information that supports water control decision making. The Basin Map used in the Hydrologic Modeling System (HEC-HMS) was originally developed in 2003 during the conversion of the program from C++ to Java. The map has received only minor enhancements since that time. The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm EST, March 21, 2014, that provides sufficient details for consideration by the Government, via email to: Alicia.S.powell@usace.army.mil. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
