Description
This acquisition is fixed price procurement for coastal storm damage reduction structures. The project consists of constructing a stone seawall and steel sheet pile wall for approximately 1340 ft and a timber pile bulkhead fronted by a stone revetment for approximately 350 ft along the Absecon Inlet shoreline of Atlantic City, Atlantic County, NJ. Additional work will be performed for the non federal sponsor to rebuild portions of the historic boardwalk within the project area. The major items of work to be performed under this contract include, but are not limited to: demolition of remaining existing boardwalk, concrete piles, bents; removal of concrete rubble, debris and concrete infill, demolition of existing timber pile remnants, bulkhead remnants; excavation; removal and reuse of existing stone, installing new boardwalk support piles, bents; placement of articulated concrete block and/or stone filled foundation mattress, placement of core stone and stone fill; placement of 9 ton to 13 ton capstone; installing steel sheet piling; construction of a concrete cap on the steel sheet piling; driving of wooden piles; timber bulkhead construction; placement of 2.5 ton to 5 ton capstone; and construction of outfall/drainage structures. In addition, the contract work includes: extension of existing piping; construction of access ramps; reconstruction of the boardwalk within the project area, construction of boardwalk to the new bulkhead and revetment; and structural and vibration monitoring. Estimated cost range for this procurement is $25,000,000.00 to $100,000,000.00. The NAICS Code for this project is 237990. Issue date is on or about 03 April 2014 with a bid opening date on or about 06 May 2014 at 11:00 am EST. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs System for Award Management database at www.sam.gov (formerly called the Central Contractor's Registration Database) as required by DFARS 204.1103. Davis Bacon rates will be applicable to the construction and bonding is required. Please review all bonds and accompanying documents required to be submitted.
