Description
Solicitation Number: AB-133M-14-RQ-0031 Notice Type: Pre-Solicitation Notice Synopsis: The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) has a requirement for maritime medical consultation services for its fleet of ships. The contractor shall provide medical support services via telephone and secure electronic data transmission capability (to include images) including medical treatment advisement and programmatic support recommendations to the Government's United States Public Health Service (USPHS) medical officers-Physician Assistants (PAs), Nurse Practitioners (NPs), and Registered Nurses (RNs)-working aboard NOAA ships while underway or in foreign ports. When in US ports, patients are referred to military facilities or public hospitals; medical support services performed for NOAA ships in US ports are NOT included within the scope of this contract. The Government will make ALL final decisions regarding patient care. The resulting contract will have a base period of performance from time of award or approximately 1 July 2014 to 30 June 2015, with four one-year option periods, consecutively occurring after the base period. The solicitation will be competed as a total small business set-aside. The North American Industry Classification Code System (NAICS) code for this procurement is 621111 and the size standard is $10 million dollars. All responsible and fully responsive small businesses may submit a proposal which will be considered by the agency. Any resulting contract will be awarded as a fixed-price contract. Solicitation documents will be made available for download on or about 1 April 2014 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is 30 April 2014; however, the actual date offers are due will be stated within the solicitation documents. Prospective offerors are urged to submit any questions they may have, in advance and in writing, to Contract Specialist Angela Royster (angela.royster@noaa.gov) with a courtesy copy sent to Contracting Officer Anthony Buch (anthony.r.buch@noaa.gov). Telephonic requests for the solicitation will not be honored. Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM. NO award shall be made unless the vendor is registered in SAM.
