Sources Sought Contractor Information Form ***THIS IS A SOURCES SOUGHT NOTICE ONLY**** NAVFAC Far East is seeking eligible business firms capable of providing construction services associated with the project "Two-Phase Design Build Project to Renovate Softball Playing field at Commander Fleet Activities, Chinhae, Korea (CFAC)" The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary for all design, engineering and construction services to renovate softball playing field in CFAC, Korea. The work is for replacement of existing natural turf / earth ground with new artificial turf system at softball field in CFAC, enclosed with existing fences and gates. In support of design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects. BUSINESS LICENSE REQUIREMENT: The Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), precludes the U.S. Government from granting Invited Contractor or Technical Representative status to any offeror, for this requirement. All sources submitting a proposal or quote, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea as a local source, must submit adequate verification in its initial proposal or quote, that it has the requisite authorization and capacity to compete for the requirement as a local source, and to perform the contract as a local source. GENERAL INFORMATION: In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Firms interested in this effort must be able to demonstrate experience on RELEVANT PROJECTS as a Design-Build Contractor. For the purpose of this Sources Sought, relevant projects are defined as projects for construction or repair of artificial turf, "infilled" style fields larger than 50,000 square feet (approximately 4,500 square meters) in Korea, with construction cost of at least ₩600,000,000, and completed within the last five (5) years or at least 80% complete at the time of proposal submittal. To qualify as a RELEVANT PROJECT, the project must meet all three elements of size, type, and complexity. Interested firms are requested to provide a minimum of one (1), or up to a maximum of three (3), relevant projects with their responses. Interested firms may submit information using Enclosure 1 regarding capabilities, capacity and experience to perform construction as set forth in the scope of this project by Monday, 24 March 2014 at 0800 Korea Standard Time (KST).
