- The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced Follow-on sole source contract to Resource Management Associates. Description: Description: The purpose of this follow-on contract is to provide HEC with identified bug fixes in HEC-FDA. This includes bug fixes and modifications to all aspects of the HEC-FDA software. Programmer supports for the HEC-FDA software package is necessary during the in-house testing period as well as during its production release period to troubleshoot interface integration issues with HEC-FDA calculations, fix bugs, and address other issues such as installation support. The work described in this performance work statement will provide maintenance and support for the HEC-FDA software package as follows: 1)Issue Classification: Issue classification requires the contractor to evaluate an issue and determine if the issue is: a.a bug in the existing code, b.an issue of the government improperly using the existing code/API, or c.a functionality gap in what the existing code is capable of doing and what the government would like the software to do. It is expected that the contractor can classify issues within an hour. 2)Bug Fixes: Troubleshooting program behavior at either the test or production sites and then correcting the codebase for the identified errors. a.Minor Bug Fixes are those that normally require a few additional lines of logic/coding to be added to the existing code base. A minor bug fix is one that is expected not to exceed a day's effort by the contractor to resolve. b.Routine Bug Fixes are those that normally require additional logic/coding, but require the addition of additional functions, procedures, objects to accomplish. A routine bug is one that is expected not to exceed two days' effort by the contractor to resolve. c.Major Bug Fixes are those that normally require extensive debugging and code changes. A major bug fix is one that is expected not to exceed one week. 3)Field Support Activity: The government users of the software will from time to time require assistance from the contractor on software set-up and/or usage. a.Minor Field Support Activities: These are activities that are expected not to exceed a half-a-days effort by the contractor b.Routine Field Support Activities: These activities are expected not to exceed two days of contractor effort. 4)Minor Modification or Enhancement: Functionality gaps will be identified by the government from time to time. Minor modifications of the software are expected not to exceed two days' effort by the contractor to resolve. A minor modification will normally require but are not limited to, the creation of new function or procedure calls, new modules, new tables or other database objects or Fortran objects. The modification can include the creation of a new user accessibly; development of work-around methods or script approaches to accomplish special needs; engineering recommendations or programming support for software issues arising during testing and fielding; testing and debugging of integration concepts; and analyzing and documenting computational methods. The associated North American Industry Classification System (NAICS) Code 541511 - Custom Computer Programming Services which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm EST, March 20, 2014, that provides sufficient details for consideration by the Government, via email to: Alicia.S.powell@usace.army.mil. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.
