- The NASA Langley Research Center is planning to re-compete the Structures, Materials, Aerodynamics, Aerothermodynamics and Acoustics Research Technology (SMAAART) contracts, and is seeking broad community input for the follow-on procurement.It is anticipated the follow-on to SMAAART will cover the same broad range of work, in addition to new technical content. The objective of this RFI is to obtain feedback from industry participants to aid in the development of the Governments requirements and/or the sourcing strategy for the follow-on effort. The scope of the follow-on activity is anticipated to include the technical areas identified in Attachment 1. Respondents are invited to provide comments on the content of this announcement, including suggestions for improving the scope of the follow-on contract to ensure every effort is made to adequately address the technical areas. Specifically, the Government is requesting responses to the following questions: 1.Is there any technical language within the Technical Area descriptions that you find unclear? 2.Is the description under each Technical Area comprehensive and complete? 3.Are there technical applications or disciplines described in one Technical Area which you believe are better suited under another Technical Area? 4.Are there any emerging technologies that are related to a broad Technical Area, but do not appear to be adequately addressed within its description? 5.Is there specific technical language within a Technical Area which might: a.Preclude your company from proposing? b.Require significant/excessive subcontracting or partnering? 6.If your company had the ability to bid individual Technical Areas or groups of Technical Areas, would it increase the likelihood of your company submitting a proposal? What grouping of Technical Areas would best fit your companys capabilities? 7.Additional feedback regarding the technical areas described in Attachment 1. All responses should be submitted in PDF or Word format to Bobbi Forbes via electronic transmission (bobbi.forbes@nasa.gov) by March 26, 2014. Responses shall be no more than five (5) letter-sized pages in length, with font Times New Roman 12. Please reference SMAAART_Follow-On_ RFI in your response. If so requested in your response, all information received from this RFI will be considered confidential and proprietary; however, NASA may use responses in developing the Governments requirements and/or acquisition strategy. Proprietary and export controlled information should be marked appropriately in your response to the RFI. Respondents are advised that NASA is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. NASA may contact respondents to this RFI if clarifications or additional information is desired. Documents related to this RFI and any follow-on procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/LARC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=23. Any questions regarding this RFI must be submitted in writing and should also be directed to bobbi.forbes@nasa.gov. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the government to form a binding contract. Submittals shall be compliant with all legal and regulatory requirements concerning limitations on export controlled items. Respondents will not be notified of the results. An ombudsman has been appointed -- See NASA Specific Note "B".
