- DRAFT SOW The Library of Congress has a requirement for licenses of Extended Adaptive Multi-Rate Wideband (AMR-WB+) by VoiceAge. AMR-WB+ is a compression and decompression method (CODEC) used by the National Library Service for the Blind and Physically Handicapped and it's contractors to compress the audio files within digital taking books (DTBs) during production and to decompress the files within the DTB player and smart phone applications. The Library intends to issue a sole source contract to VoiceAge Corporation in Mont Royal, QC, CANADA. Any firm that wishes to be considered for this requirement must identify its ability to meet the work described in the attached Draft Scope of Work. All expressions of interest must be received by 12:00 Noon, March 28, 2014.
