- SOURCES SOUGHT This is a sources sought announcement searching for any businesses that can provide field engineering support services for the initial fielding of Sustainment System Mission command (S2MC) formerly Battle Command Sustainment Support (BCS3.) and training instructors on this system. The contractor shall provide training and fielding services for the BCS3 software including operators, maintainers and users to include development of various training simulation scenarios, development of recommendations for appropriate training approaches. The contractor shall provide on call (After duty hours) support within one hour and /or on-site support (During duty hours) as required. They must also assist in the testing of the new S2MC software releases to determine if system enhancements are working as intended. They must also provide a BCS3 Tier 2 Help Desk that is capable of providing technical support to users on a 24/7/365 basis. The government shall provide the facilities and computer infrastructure required to perform this task. The Contractor shall provide an instructional system design staff located at Ft. Lee, VA and Ft. Eustis, VA, which shall be the principle staff supporting this function. The training deliverables include the Program of Instruction (POI) which includes course summaries, instructor guides, and teaching plans. The Government anticipates awarding a Firm Fixed Price contract. The Period of Performance is a base year plus two option years. Your RESPONSES SHALL INCLUDE such information as: socioeconomic status of your company (Ie. 8(a), HUBZONE, WOSB, Veteran Owned, SDB, SDVOSB, small business or large business), company CAGE code, Relevant past performance if any (Provide the contract number and the administering point of contact.) RESPONSES shall be e-mailed to Ellen H. Widelitz, Contracting Specialist @ ellen.h.widelitz.civ@mail.mil no later than 5:00 PM EST on 20 March 2014. Any questions shall be directed to Ellen Widelitz. NOTE: IF A SOLICITAITON IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE IN A SEPARATE ANNOUNCEMENT. All interested parties must respond to that solicitation separately from the responses to this announcement to be considered for award. It is imperative that all the interested parties review the site frequently for any updates and amendments to any and all documents. All offeres must be registered in System Award Management (SAM) to be eligible for award. This notice shall not be construed as a commitment by the government to ultimately award a contract, nor does it restrict the government to a particular acquisition approach. No reimbursement will be made for any costs associated with providing a response to this Sources Sought.
