- NASA GSFC has a requirement to build an engaging, interactive single-player exploration and puzzle-based adventure game that utilizes the concepts, narratives, and activities developed for these Space Forensics cases. BACKGROUND: The NASA Space Forensics project takes audiences through astronomy problem-solving narratives that parallel crime scene forensics. The "corpse" could be a massive star that ended its life in a brilliant supernova explosion. The "theft" might involve stellar material, swirling into an unseen singularity at the center of a galaxy. The NASA Goddard Space Flight Center's Physics of the Cosmos/Cosmic Origins education and public outreach team is currently developing a series of four astronomical "cases" for educators, students, and the general public that take these audiences through the processes that NASA scientists use to examine and solve cosmic mysteries. GOAL: The goal of this project is to build an engaging, interactive, browser-based single-player exploration and puzzle-based adventure game to be added to the NASA created Space Forensics website that utilizes the concepts, narratives, and activities currently being developed for these Space Forensics cases. AUDIENCE: Science-interested members of the general public, including educators and children ages 12 and up TECHNICAL REQUIREMENTS: The finished Space Forensics game will be incorporated into the broader Space Forensics project website, which is developed and maintained by NASA personnel. To maximize usability and accessibility, the game needs to be built on top of HTML 5 and work in all modern desktop browsers including Chrome, Safari, Firefox, and IE 9+. In addition, it is desired that the game be responsive and thus work, in modified form, on modern mobile Webkit-based browsers on devices including both tablets and smartphones. The game will need to be built on top of a more generalized game engine so that additional graphics and content (for updates or the addition of future cases) can be added in the future without requiring the creation of any additional code. The game should allow for saving one's progress but without using any server-side code. All aspects of the game must utilize only web client capabilities.Content must be compliant with Section 508 of the US Rehabilitation Act, to meet government standards for website accessibility.The game will be hosted on NASA servers, and must also meet government security requirements. Developer will produce game infrastructure and design elements, created in collaboration with NASA personnel around the content of the Space Forensics project.Developer will have access to any available NASA educational, scientific, or multimedia resources related to the cases. The Physics of the Cosmos/Cosmic Origins education and public outreach team will meet regularly with the vendor during the development process to discuss dialogue, gameplay, and structure. The team will also be available to review content for scientific and technical accuracy.Each of the four cases should take a user from the intended audience at least 30-45 minutes to complete, with the ability to save their progress. Content produced for this project will become the property of NASA and will be distributed under the public domain through a NASA-hosted website. Final acceptance of all content is at the discretion of the Physics of the Cosmos/Cosmic Origins education and public outreach team. Any code libraries, fonts, or game assets not created for the project must be open source or purchased outright at the cost of the developer (and included in the total cost quoted). The developer will be required to provide a comprehensive list of all external assets used in the project along with links to licenses. Assets whose licenses carry additional non-monetary requirements (e.g. GPL, copyleft) must be pre-approved by NASA. Additional factors that will be considered during vendor selection include the vendor's previous work on projects of this size, previous experience developing engaging interactive content for youth and public audiences, references from previous clients, and samples of relevant previous work. The vendor shall attend in-person brainstorming and status meetings about the game or participate through regular teleconferences. Selection will be made on a best value basis considering past performance, price and ability to meet our requirements. TIMELINE: Developer is expected to deliver the finished game within 9 months after selection, maintaining communication and collaboration with the Physics of the Cosmos/Cosmic Origins education and public outreach team throughout the period of work. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541519 and 150 respectively. The anticipated release date of RFQ NNG14902672Q is on or about March 13, 2014 with an anticipated quote due date of on or about March 26, 2014. All responsible sources may submit a quote which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
