Sources Sought Data Warehouse Management THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS PURPOSE OF REQUEST Questions regarding these requirements are due by March 21, 2014 5:00 p.m. and should be directed to Wayne Gibson, Chief, Office of Planning, Evaluation & Performance, EOUSA, at Wayne.Gibson@usdoj.gov No questions will be accepted after March 21, 2014 5:00 p.m.. The Executive Office for United States Attorneys (EOUSA) is interested in learning about which companies can provide a flexible, easy to use business intelligence platform to query data from existing Oracle 11g databases for authoring analytics, for use in creating canned and ad hoc reports, for publishing interactive dashboards, and for building predictive models and applications. EOUSA also is interested in better understanding the number of personnel required and the scope of training needed to implement such a tool, as well as the prospective licensing fee structure and concurrent-use limitations for +/- 150 users. EOUSA's requirements call for a user-friendly, intuitive tool that requires minimal training. EOUSA needs inter-active dashboard capabilities; predictive modeling and reporting; and the capacity to generate both ad-hoc and canned reports. Additionally, the tool must possess the functionality to enhance existing reports, as well as develop new ones, as required. An additional objective is to provide the same data analytics capability to designated users among the 94 U.S. Attorneys Offices (USAOs) so they can analyize and view their own data. BACKGROUND The mission of EOUSA is to provide general executive assistance and supervision to the 94 Offices of the United States Attorneys. Additionally, the Director, EOUSA, must [e]valuate the performance of the Offices of the U.S. Attorneys, making appropriate reports and inspections and taking corrective action where indicated. A peer evaluation program exists whereby a team of Assistant U.S. Attorneys, administrative and legal support personnel conduct periodic, on-site evaluations. In order to better perform the oversight and evaluation responsibilities, EOUSA increasingly is using data and statistics to inform evaluation teams prior to arriving on-site to conduct evaluations. Data also increasingly is being used to continuously monitor workload and general activities in each USAO. Additionally, EOUSA regularly provides statistical information to Department leadership, the Office of Management and Budget, and to the Congress, among others. Leadership at every level of the government relies on statistics to measure the success of the USAOs in carrying out national and local law enforcement priorities, making effective use of taxpayer dollars, and achieving the goals set by the Department and the Administration. EOUSA also relies on statistical information to track the work of the USAOs and to make important resource allocation decisions, and USAO supervisors use statistical reports to manage the workload of their offices, and to justify their needs for additional resources. CURRENT STATE The data EOUSA relies upon comes from the USAOs. There are two principle databases into which key data is entered: the Legal Information Office Network System (LIONS) case management database; and the United States Attorneys' Resource Summary Reporting System (USA-5). Each of these databases, as well as the existing data warehouse, is Oracle 11g. LIONS allows each USAO to maintain, track, and report information on their workload. LIONS has been in production since 1997. EOUSA has entered into a contract and is currently updating the front end of LIONS, referred to as Case-View, but the database structure remains the same. This case management database contains information on matters, cases, and appeals handled by the USAOs. The USA-5 system, which tracks how USAO personnel spend their time, is used to manage and analyze personnel resources allocated by law enforcement program category, such as White Collar Crime, Immigration, and Violent Crime, among several other Criminal and Civil program categories. USA-5 has been in production since October 2009. SUBMISSION: Companies with experience providing data mining and data analytics are requested to submit: Questions regarding these requirements are due by March 21, 2014 5:00 p.m. and may be directed to Wayne Gibson, Chief, Office of Planning, Evaluation & Performance, EOUSA, at Wayne.Gibson@usdoj.gov No questions will be accepted after March 21, 2014 5:00 p.m.. 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large/ identify any special status), and DUNS Number. Please, list if these services are covered under an existing GWAC or FSS, and the companies contract number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. 3) Information may be transmitted via e-mail to: Wayne.Gibson@usdoj.gov, and it should be received no later than March 28, 2014 5:00 p.m.. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
