- REQUEST FOR INFORMATION (RFI) For UNITED STATES TRANSPORTATION COMMAND (USTRANSCOM) Barge Service between San Diego and San Clemente Island 13 March 2014 1. Purpose This RFI is being issued for informational and planning purposes. Information gathered will be considered in order to determine the feasibility of any businesses providing the necessary support and whether adequate competition exists to set-aside the competition for small business. All interested vendors (large and small businesses) may respond to this RFI. The information requested will also be used within USTRANSCOM to facilitate decision making and will not be disclosed outside the agency. This announcement is not a Request For Proposal (RFP) or solicitation of any kind. USTRANSCOM is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note USTRANSCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. 2. General Description of Services • Barge services to move freight all kinds to include, but not limited to,vehicles, motor freight, trailers, pallets and heavy equipment by roll-on roll-off method on a weekly basis. • Capability of transporting 400K gallons of potable water, minimum of 12,500 sq ft of deck loading space. • Weight capacity of 3,500 long tons for loading bulk cargo. • Once per month barge is required to stop at ammunition pier (North Island) on both the outbound and return leg to load and discharge ammunition. Ammo Classes: 1.1, 1.2, 1.3, and 1.4 3. Response Instructions Interested parties are requested to submit the following information that will support market research activities within USTRANSCOM. A. Company Information: General information, including CAGE code B. Business size/Socioeconomic Status: Large / Small (Small busines is less than 500 employees; large business is more than 500 employees utilizing the NAICS 483113 - Coastal and Great Lakes Freight Transportation. C. Capabilities: Generally describe your company's abilities and interest in fulfilling part of, or all of the barge service requirement. Please submit a a response to the following: 1) Are you currently operating in the area? 2) If not, would you be willing to reposition a barge to the area? 3) Are there any limits to your company's capabilities to perform (i.e. certain days of the week, hours of operation, barge capacity, periods of performanc, etc)? D. Are you a VISA participant? E. Approximate estimate to perform service as defined in General Description of Services? F. Any other information deemed useful to USTRANSCOM. Responses to this RFI must be received by the POC listed below via e-mail no later than 0800 Central Time, Friday, 21 March 2014. 4.
