- Description
- NASA/KSC has a requirement for an upgrade to the EMIT radio frequency (RF) cosite interference prediction and mitigation software maintenance and support of Savant Software Licenses. NASA/KSC intends to purchase this service from Delcross Technologies for the following reasons: NASA's Launch Services Program (LSP) is responsible for oversight of launch operations and countdown management for the Agency. In carrying out that function, LSP performs electromagnetic interference (EMI) and RF analysis that must have be able to analyze the RF compatibility across very large electrical structures and between the launch range, vehicle, and spacecraft receivers and transmitters. The EMIT and Savant Software used must be current and maintained to ensure reliable and dependable data is produced. The use of other software would bring about an unacceptable technical risk by introducing incompatibilities with existing data simulations, model, and processes. Delcross Technologies is the only authorized source of this software support. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 24, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
