Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Services (NESDIS), Library and Information Services Division (LISD) is handling online access for scientific journals in support of approximately 14 NOAA libraries for approximately 108 different journal titles to be acquired from foreign and domestic sources. NOAA Acquisition and Grants Division intends to award a sole source, firm-fixed price contract to Elsevier to provide new and renewal scientific journal subscriptions in online format. This notice of intent is not a request for competitive proposals. Interested parties may identify via email their interest and capability to respond to the requirement. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. NOAA will not be responsible for any costs incurred by interested parties in responding to this notice. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
