- Security Assessment Module Development Western Area Power Administration Procurement Department Sources Sought for Commercial Item Purchase Western Area Power Administration (Western) is currently anticipating to procure information technology support services for modifying government owned software. Western will acquire a Security Assessment Module and the associated software modules developed for another Federal Agency as the base code for this procurement and that it will be provided as a Government Owned software product. These modules are based on ICF GroupAssure® Core as the core technology that the Security Assessment module relies upon. Western seeks information on vendors that are capable of providing a software platform capable of operating the Security Assessment module that guides the assessor through a workflow process to improve facility security and maintain greater visibility over compliance efforts in a cost effective and expeditious manner. The module will need to provide the following: 1) FSL Calculator The Facility Security Level (FSL) Calculator helps the assessor determine the FSL of any given facility by collecting facility population, square footage, size, mission criticality, symbolism, and threat to tenant agencies. Once an FSL score has been determined, it can be used throughout the rest of the workflow to help determine vulnerability and risk. 2) Threat Levels The Threat Levels section asks the assessor to rate 29 threat criteria based on history of events and collateral damage. These ratings are also used to calculate vulnerability and risk. 3) Survey The survey section asks the assessor a set of questions. The questions include ISC specific questions for physical security criteria as well as any agency determined compliance questions. The FSL is used here to show the assessor what level of protection the facility should meet. The questionnaire automatically saves each answer so that the assessor will not lose any work. 4) Vulnerability Worksheet The Security Assessment module will automatically generate an assessed risk score for each of the 29 threats based on how the questions were answered, along with the FSL. As physical security can be subjective, this section gives the assessor the ability to change the score and comment a reason for the change. 5) Reporting and Approval The reporting and approval section allows the final report to preview findings and recommendations, and add funding requests for any deficiencies found during the assessment. When the assessment has final approval, it is made available to the facility through the reports module. The work shall include the development and implementation of Western's unique requirements that are in addition to the government owned framework. The product shall be designed to best integrate into Western's web architecture both from a programming and aesthetic standpoint. Implementation shall include the creation of the file structure, programming, database, and coding. The vendor shall integrate the base product into the client's enterprise architecture. The vendor shall establish necessary network connections and data conduits, and implement login integration. The vendor shall create the file structure, programming, database, and the underlying organizational structure within the environment including users, facilities, and access rights. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the item stated herein. After results of this market research are obtained and analyzed and compared with Western's minimum requirements, Western may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. Western is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 541511 - Software Programming Services, with a small business size standard for such requirements of $25.5 million. The specific purpose of this Sources Sought Announcement is to determine if there are vendors who can provide security software to meet Western's requirements; or provide programming services to make the government owned software meet the government's requirements. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to ten (10) pages or less. Responses should include the following information: 1. Name of company that will develop the modules. 2. Name of company that will provide services to modify the software. 3. Spec sheets and examples of prior provision of this type of software/service, addressing the criteria identified above and in the attached specifications. 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than March 26, 2014. The capability statement shall identify the business status of the organization. Only electronic or mailed statements will be accepted. Faxes will not be accepted.
