Description
The Department of Veterans Affairs Medical Center, Wilkes-Barre, PA requires a design/build contract. This project consists of the Professional Design for the development of construction documents and Construction Services for the renovation of rooms N2-58 & 59 on the 2st floor, in Building 1 of the Wilkes-Barre VA Medical Center. Work under this project shall include mechanical / HVAC, electrical, fire protection and architectural design. The A/E Services required are for site survey and investigation, construction drawings, specifications, and construction period services. This work shall involve preparing the HVAC, Carpentry, Flooring, ceiling, Cabinets, counter top, patch and painting, and electrical services for the area to allow for installation for the NU BOOM equipment. Completed system shall meet the requirements set forth by GE manufacture. The A/E will work with VA Project Management Staff to develop the necessary working drawings, phasing plans, infection control plans, and specifications for full and complete construction of this project. Completed construction plans shall be stamped by a professional engineer licensed in the State of Pennsylvania. All designs must, at a minimum, be in accordance with all applicable Federal, State and Local codes as well as the Department of Veterans Affairs (VA) publications (Master Construction Specifications, Space Criteria, Construction Standards, etc.). The Construction Services required are for complete installation of all electrical, carpentry, plumbing, HVAC and caswork according to the project plans and specifications. If there is any work that shall need to be performed at night shall have be no additional costs to the government.. The contractor shall provide all necessary labor, material, tools, supervision, equipment, permits, testing and reports in accordance with all federal, state and local codes and regulations. The magnitude of this VA construction project is estimated to be between $100,000 and $200,000. Period of Performance will be approximately 180 calendar days after issuance of Notice to Proceed. All work on this project must be accomplished between 8 AM and 4:30 PM Monday through Friday. Set-Aside Information: This solicitation is to be issued as a 100% service-disabled veteran small business set aside (SDVOSB). The firm must be small business under relevant North American Industrial Classification Standard (NAICS) code and the must be registered and current in the following websites: www.ccr.gov and www.vetbiz.gov. Offerors must ensure registrations in these websites are not expired and are correct, current and valid. The NAICS code for this project is 236220 - Commercial and Institutional Building Construction, and the small business size standard is $33.5 Million. A pre-proposal conference and site visit will be held within two weeks after issuance of the solicitation. The exact date/time/location of the conference will be specified in the solicitation. The solicitation documents will be posted at the Federal Business Opportunities website (http://www.fbo.gov) on or about May 24th 2013.
