Proposals must be received electronically on or before the closing date above to provide the services and deliverables specified in the RFP. Proposals must be sent via email attachments to etakahashi@usaid.gov and rcaesar-hne@usaid.gov. USAID anticipates awarding one cost plus fixed fee completion-type contract as a result of this solicitation, subject to the availability of funds. The period of performance is a base period of three (3) years with two (2) one (1) year options. This request does not obligate USAID to award a contract. USAID/Liberia will not pay any cost incurred in the preparation and submission of a proposal. Offerors must propose costs that they believe are realistic and reasonable for the work described. The estimated cost range for this procurement is between $34 Million and $38 Million. Any questions regarding the RFP's requirements must be submitted to Ethan Takahashi and Ruth Caesar-Hne at etakahashi@usaid.gov and rcaesar-hne@usaid.gov no later than 5:00 pm Monrovia time, March 26, 2014.
