Description
NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) announces its intention to solicit, negotiate and award a Firm-Fixed Price contract for laboratory maintenance on a sole source basis with Life Technologies with period of performance for five (5) years. The proposed action is to specifically procure the laboratory maintenance support for Life Technologies equipment under NAICS Code 334516. The CDC Agency utilizes Life Technologies Corporation proprietary laboratory equipment for various laboratory functions. Due to the highly specialized functions and capabilities of Life Technologies equipment, no other technological producers possess the specific training and knowledge of proprietary software or access to Life Technologies replacement parts to successfully repair, maintain, and update software on all Life Technologies equipment. Life Technologies is the only known source available in meeting the agency's critical mission requirements. Life Technologies has access to the most updated software, supplies, parts, and trained service engineers to keep the equipment running at peak efficiency. Other providers cannot guarantee that a specific part, software version or a new feature on the equipment can be proved or serviced by their engineers. No provider other than Life Technologies is capable of offering a maintenance contract involving CDC-owned Life Technologies equipment that meets all of the technical requirements. CDC intends to negotiate this requirement with Life Technologies under the authority of FAR 6.302-1(c) and HHSAR 306.302-1- Only One Responsible Source; and 41 U.S.C. 253(c)(1). This notice of intent is for informational purposes only. It is neither a request for proposals nor a solicitation for offers. This notice is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement may submit a capability statement demonstrating their abilities to meet this requirement. All responses must be received by March 28, 2014 at 5PM, Eastern Standard Time (EST). All responses must be in writing and can be sent via email to svl3@cdc.gov. No phone calls will be accepted.
