Description
Please note the following three questions to this RFP are answered below: Question 1: The notice details indicate that the US firm selected will be paid $442,940 from a grant. Would that be the total value applicable to this RFP? Answer 1: The $442,940 USTDA grant shall be used to fund the costs of the contract between the Grantee (MERALCO) and the U.S. firm selected by the Grantee to the perform the TOR, as presented in Annex 5 of the RFP. Question 2: The posting also indicates that MERALCO has allocated a $10.5 million to the pilot project, do you know how they plan to allocate this budget (i.e. what portion will go to DMS, metering, etc.)? Answer 2: The public version of the summary of the USTDA funded Desk Study is included in Annex 2 of the RFP, which provides some information regarding anticipated pilot project implementation. Question 3: If a US company performs the terms of reference tasks under the USTDA grant, are they prohibited from getting involved with implementation? Or can they be involved with both the work under the USTDA grant AND the implementation? Answer 3: The Grantee, MERALCO, has advised that there is no prohibition on a company undertaking the USTDA-funded feasibility study and participating in implementation. A contractor who conducts the study can still participate in the implementation as long as the procurement process and requirements of MERALCO are complied with.
