Description
Amendment 001 (A001) Questions and Answers (Bold and Itailic ) 1. This particular DS focuses on Nigerian Solar Plants, however being a DS the budget doesn't necessarily allow for travel to the country to do on-the-ground research. Is it expected that for a DS of this scope, the majority of research will come from open sources? Answer: Travel is not required for this DS. Please read the SOW overview and methodology. The information for the DS report should be derived from the consultant's technical expertise, feedback from the proposed grantee and US companies, and other relevant sources of information. 2. Question - for Solicitation Number: RFQ-PO201411135, do we need to submit: a) Contractor Bio sheet (for each employee that will work the project)? Answer: Yes b) The Quotation Sheet for the total amount? Answer: Yes c) Is that the only paperwork that is necessary for the RFQ? Answer: Please read the SOW and the Synopsis for the requirements that's posted in FedBizOpps under solicitation number: RFQ-PO201411135 in the Synopsis under Line Item #13 Instructions/Conditions and Notices to Offerors or Respondents. 3. The statement in Solicitation Number: RFQ-PO201411135 shown below states in the second sentence that all deliverables are to be submitted to the COR by April 25, 2014, but the third sentence states that the Period of Performance is one year from date of execution of the contract. Please clarify which deliverables and related scope of work are required to be completed by April 25, 2014 and which are to be performed and delivered during the Period of Performance (up to one year later). Answer: The Contractor shall submit all deliverables under this Contract to the Contracting Officer's Representative (COR) on or about April 25, 2014. Although the period of performance is one year from the date of the contractor's execution, the Contractor shall submit deliverables in accordance with the requirements in the SOW. 4. Is this proposal only for a $6,000 maximum procurement, and if so, what is the specific scope of work for this proposal? Answer: The government historical cost for this requirement is $6,000. Please read the SOW which is included in the solicitation. 5. Is the Abibi IPP DS SOW v1.pdf Scope of Work and pricing/budget pages that are included being provided for informational purposes only, intending that this work will be proposed on or negotiated after a contractor is selected from the current solicitation? Answer: Per the RFQ, USTDA has received a request for funding for a feasibility study to assess the requirements for building a 50 MW solar power plant located in Kaduna State, Nigeria. USTDA is now considering whether to provide funding for this study. USTDA intends to contract with a U.S. firm ("Contractor") to perform a Desk Study ("DS") to: (1) assess whether the project meets USTDA's funding criteria; (2) develop an appropriate Terms of Reference ("TOR") for the study; and (3) develop an appropriate budget for the TOR recommended for the study. 6. The DELIVERIES OR PERFORMANCE statement above provides for a one year Period of Performance but the SOW states that the first phase of the project is scheduled to be completed by the end of 2014, which is only nine months from now. Does the solar project begin after the Period of Performance is completed and the project is funded by USTDA? (see excerpt below from Page 2 of the SOW). Answer: The 50MW solar plant is the project that is under consideration for USTDA funding. The Desk Study contractor would (1) assess whether the project meets USTDA's funding criteria; (2) develop an appropriate Terms of Reference ("TOR") for the study; and (3) develop an appropriate budget for the TOR recommended for the study. Per the RFQ, deliverables under this Desk Study shall be submitted to the COR on or about April 25, 2014. However, the 50 MW solar project under consideration is estimated to have its initial 10 MW of power by the end of 2014. The project's implementation would follow USTDA project development funding. 7. The company estimates that the 50 MW solar plant would be implemented in stages of 10 MW with the first 10 MW providing power by the end of 2014. A DS contractor is needed to develop a detailed terms of reference, budget estimate and analysis of key aspects required for USTDA and US-ACEF funding consideration. When does the Required Budget Format pricing shown on ANNEX-III (Page ANNEX III-1) get submitted? Answer: This is a deliverable that must be submitted by the Desk Study contractor under this Desk Study. 8. Is the DS contractor expected to create the Terms of Reference for the proposed FS study or has Quaint Energy, the project sponsor, already prepared a draft TOR for the DS contractor to review? Answer: The DS contractor is expected to create TOR based on information we have received from the proposed grantee.
