Description
NIST JVS is an integrated system. Any failed instrument must be replaced with the same model of instrument to fulfill the requirement of quality system (QM-III). The effort to use a different instrument will require further research and development work, including the software development and update as well as the reliability test of the new instrument. In order to provide the calibration service with NIST JVS, NIST would incur significant costs to adapt a different microwave frequency counter to our existing JVS system architecture, and could face additional costs in the long-term for support of a system that differs from the configuration that has proven its reliability in the Volt lab. NIST JVS use the microwave frequency up to 77 GHz. Within the US Phase matrix is the only manufacturer that offers the product up to this frequency. NIST is the pivot lab in the Josephson Voltage Standard Inter laboratory Comparison 2014 (JVS ILC 2014). There are 14 labs from US industrial, military and other government labs including NRC, Canada to participate in the ILC. NIST's role is to provide the traceability to all participating labs. The ILC committee started preparation in fall of 2013. The measurement process is going to start in April. The counter 578A is the key equipment in NIST JVS system to measure frequency in 77 GHz. A delay to acquire a replacement for the failed counter will cause unacceptable delays in fulfilling the agency's requirements.
