- The purpose of this Sources Sought Synopsis (SSS) is to identify potential sources. This is a SSS in support of Market Research purposes ONLY. The Air Force Life Cycle Management Center or LCMC at Tinker AFB is requesting information for the procurement of engineering services, to perform engine test cell correlation to Original Equipment Manufacturer (OEM) standards for the F108-100 engine. NO solicitation is available at this time. Requests for a solicitation will not receive a response. This SSS is open to all types of businesses including small businesses. The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Any updated information will be provided in future announcements, if applicable and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Contractors not responding to this Sources Sought will not be precluded from participation in any future solicitation, if issued. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding Size Standard of $14,000,000.00. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include Small Businesses, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice, if applicable, and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This effort would be used for testing and labor at a contractor baseline test facility capable of running an F108-100 engine to OEM standards in the basic configuration. This baseline testing would be to obtain data for use in correlating Tinker test cells 10 and 11 to OEM test cell standards. Correlation, at a minimum, shall include: engine test configurations used, test plan followed, and plots of key performance parameters used for engine baseline testing and operation. Correlation effort is needed to address low thrust issues that are currently being experienced at Tinker test cell facility.
