Description
Synopsis of Standing Solicitation SPE2DH-14-R0003 Solicitation RFP SPE2DH14R0003 is a standing solicitation from which the Government contemplates award of contracts for items as described below. The DLA Troop Support in an effort to improve medical supply support to our customers has developed the Electronic Catalog (ECAT) System. The ECAT System allows DLA Troop Support (CONUS and OCONUS) customers to review and compare contractor electronic catalogs with the ultimate goal of placing on-line orders to the contractor of their choice. The objective of this solicitation is to award the next generation of Non-Developmental ECAT contracts for oxygen delivery systems, to include two instructional and two maintenance manuals(or one each and one CD version); maintenance of oxygen systems (with or without the equipment), accessories, and/or spare parts/repair parts of oxygen systems (with or without the equipment). Along with these items, the following may be required: classroom training, repair parts, maintenance of item(s) and installation when applicable, all consumable and non-consumable items used in conjunction with any and all oxygen delivery systems. Typically, but not always, the operation of oxygen delivery systems requires line power (120 or 220 VAC, 50 or 60 Hz), with some having back-up batteries. Some equipment relies solely on battery power. This acquisition seeks to award multiple contracts to all "responsive", responsible offerors (both manufacturers and dealers) who offer Non-Developmental Oxygen Delivery Systems. This solicitation will result in multiple long term contracts with a base term of five (5) years. This solicitation will be standing for five (5) years. The objective of this initiative is to establish new and follow-on indefinite delivery; indefinite quantity type contracts for Oxygen Delivery Systems in accordance with the ECAT multi-award program complying with requirements of FAR 8.4. The solicitation will be a standing solicitation which will remain in effect for five (5) years from the solicitation issuance date. Non-Developmental Item is best defined as follows: a. Any previously developed item of supply used exclusively for governmental purposes by a Federal agency, a State or local government or a foreign government which the United States has a mutual defense cooperation agreement; b. Any item described in paragraph (1) of this definition that requires only minor modification or modifications of a type customarily available in the commercial marketplace in order to meet the requirements of a procuring department or agency; or c. Any item of supply being produced that does not meet the requirements of paragraph (a) or (b) solely because the item is not yet in use. Oxygen Delivery System - a device that delivers oxygen through the upper airways to the lungs at concentrations above that of ambient air. There are two general types: the high flow oxygen delivery system, which can supply all of the needs of a patient for inspired gas at a given fractional inspired oxygen, and the low flow oxygen delivery system, which cannot supply all of the patient's needs for oxygen and delivers fractional inspired oxygen that varies with ventilator demand.
