- This is not a solicitation announcement. This is an RFI only. The purpose of this RFI is to gain knowledge of potential qualified sources and their size classifications (Small, HUBZone, Woman-Owned, Small Disadvantaged, Veteran-Owned, Service-Disabled Veteran-Owned or Large Business) relative to NAICS Code 541330 Engineering Services. Responses to this RFI will be used by JPL to make appropriate Acquisition decisions. BACKGROUND - The California Institute of Technologys Jet Propulsion Laboratory (JPL) operating under prime contract with the National Aeronautics and Space Administration (NASA), seeks to identify potential sources interested in responding to a RFI for Mechanical, Optical and Thermal Engineering; Electronic Packaging; and Fabrication Services for JPL. The intent is to enable augmentation of the JPL workforce in support of both flight and non-flight activities. The anticipated effort would be utilizing an Indefinite Delivery Indefinite Quantity model with work orders. SCOPE - Provide the labor, materials, facilities, and equipment necessary to perform tasks and provide services in support of non-flight and flight areas of general engineering, technology development, test development, operations support, interdisciplinary systems/configurations analyses and tradeoff studies, concept definitions, requirements definition, design review support, and technical documentation support. These areas include but are not limited to: (1) Stress Design and Analysis; (2) Thermal, Fluids, and Cryogenic Systems Engineering Hardware, Analysis, Design, Aerodynamic and Aero-thermodynamics analysis; (3) Mechanical Engineering Hardware; (4) Mechanical Design; (5) Materials and Materials Processes Engineering; (6) Electronic Packaging PWBs, Electronic Chassis, Electronic Sub-assembly; (7) Optical Engineering Design and Analysis, Prescription, ZEMAX, Code5 and Opto-mechanical Design, Analysis, and Prototype Development; (8) Structural Design and Analysis; (9) Technical Documentation (i.e. Specifications, Test Plans and Procedures, Interface Control Documents, Engineering Drawings); (10) Fabrication, Testing, Inspection, Assembly and Integration and Test Support; (11) Propulsion Engineering; (12) Cable/Harness Engineering; and (13) Contamination Control Engineering - Contamination Control Management and Contamination Control Analysis. All central management functions necessary to support the above shall include program management, cost control, financial management and reporting, procurement services; safety, health and environmental planning; IT security and physical security planning, government property management, export compliance, and administrative support. STATEMENT OF CAPABILITIES - If your company is interested and capable of being the prime contractor on this effort, JPL requests a direct but concise response to the following key points regarding your companys capabilities: (1) Describe your capabilities and corporate resources to perform a subcontract containing the above described scope; (2) Describe your Computer Aided Engineering (CAE) tools, particularly for design/drafting, stress analysis, dynamic simulations, thermal analysis, and optical analysis; (3) Describe your resources employed in labor categories of similar nature to those utilized by JPL in Exhibit 1; (4) Describe any ISO 9000 certifications you have; (5) Describe your financial resources available to operate for a period of three (3) months; (6) Describe your related experience (not to exceed four (4) experiences) including sponsor, point of contact, contract number, similarities to the proposed scope, and average number of employees working on contract; (7) Describe your facilities with regards to fabrication and cleanroom capabilities; (8) Describe any approvals of your Cost Accounting System and provide a point of contact; and (9) Describe your capabilities to perform work that requires various security levels. JPL requests that interested parties respond in written form not to exceed seven (7) pages in length. Please include your company name, cage code, contact information, and size classification.
