Description
The Department of Interior, National Park Service, Yellowstone National Park is seeking interested sources to provide advisory and contract development assistance to the Yellowstone National Park Public Service Answering Point (PSAP) contracting official by completing the following items: Fully develop an E911 and NG911 ready statement of work for the government to solicit offers for a new E911/NG911 ready system in the Yellowstone Interagency Communications Center (YICC); Provide advisory assistance with market research, industry developments, and independent government estimates; Provide a list of FCC licensed wireless carriers within Yellowstone National Park and contact and request Phase II wireless services from all carriers within six months of activation of E911 services. Sources shall demonstrate their qualifications by: Knowledge & Experience; Must be a vendor-neutral consultant; Must demonstrate understanding of 9-1-1 technology and systems in Montana and Wyoming by: Documenting three Enhanced 911 PSAP projects in Montana or Wyoming in the last five years, demonstrate knowledge of the two Montana 9-1-1 networks and router systems in Montana and the 4 different types of Enhanced 911Call-Taking systems currently in use in Montana PSAPs, demonstrate hands-on experience with all 4 systems, document experience with Technical and operational requirements of Enhanced 911 PSAP development, Systems integration, including; ALI Record formatting, Computer Aided Dispatch, CJIN Client Server, PBX / Phone Systems and 9-1-1 Call-Taking, must document experience with writing technical and operational requirements for PSAP systems procurement. The NAICS code for this procurement is 541618, with a size standard of $14M. Contractors having capabilities necessary to meet or exceed the stated requirements are invited to provide company information in the format of a narrative that demonstrates technical understanding, past performance and experience to Martin Hauch, Contract Specialist at: martin_hauch@nps.gov, or 307-739-3448. All relevant input is encouraged. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate based on the response for this notice.
