- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is PR-0005021 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 325998 - All other Miscellaneous Chemical Product and Preparation Manufacturing; the size standard is 750 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-58. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The Federal Bureau of Investigation requires the following items, Brand Name Only, to the following: 001, Kit, EasyDECON DF200, 5-gallon, P/N #200-5313, Sandia National Laboratories, 135, EA. Technical Specifications: • Packaged as 3 part formula comprised of; Part 1 - Quaternary Ammonium compounds, Part 2 - Liquid Hydrogen Peroxide and Part 3 - Diacetin. Brand Name Justification: The Federal Bureau of Investigation responds to major crisis sites and special events. The FBI uses an exclusive decontamination media that can be applied as a foam or solution. The agent, known as Decontamination Foam 200 (DF200) was developed by Sandia National Laboratories as a general purpose decontamination media to neutralize Toxic Industrial Chemicals, Chemical Warfare Agents, and Biological Threat Agents, such as Anthrax. The solution is a blend of water, surfactants, quaternary ammonium compounds, hydrogen peroxide and a hydrogen peroxide booster, Diacetin that can rapidly neutralize and physically remove these hazards from Chemical Protective Clothing and equipment. Additionally, the DF200 is premixed, immediate solution, that does not require an additional source of water for application nor does it require rinsing post application. Another advantage of DF200 is that it remains stable once mixed into a solution for 8 to 10 hours and has a long shelf life of 5 years. DF200 is an EPA registered product that does not require any specific or special disposal techniques post application, meaning that the waste generated by DF200 is self remediating. Due to the FBI's unique requirements this brand is necessary in order for the FBI to accomplish their mission. The FBI will continue to search manufacturers and products that provide comparable decontamination solution that provides neutralization results for Chemical Warfare Agents, Toxic Industrial Chemicals, and Biotoxins that are equal to that of DF200. FOB Destination: FBI ORC, 1000 Falls Run Drive, Fredericksburg, VA 22406. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mr. Jerry Varnell, Contract Specialist, Jerry.Varnell@ic.fbi.gov ; no later than Tuesday, March 18, 2014, 08:00 am Eastern Standard Time (EST). Quotes shall be clearly marked PR-0005021. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone request will not be considered. No questions will be answered over the telephone; all questions should be submitted no later than Monday, March 17, 2014, 10:00 am EST to jerry.varnell@ic.fbi.gov. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
