Description
Delineated Area Map U.S. GOVERNMENT Project #3OR0214 Expressions of Interest Sought The US Government currently occupies Child Care Center space in a building under lease in Portland, OR that will be expiring on September 17, 2016. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. State: OR City: Portland Delineated Area: W Burnside St. East to SW Naito Pkwy; South on SW Naito Pkwy to SW Columbia St; West on SW Columbia St. to SW Broadway; North on SW Broadway to W Burnside St. Minimum Sq. Ft. (ABOA): 10,000 Maximum Sq. Ft. (ABOA): 11,500 Space Type: Child Care Center Parking Spaces (Total): 2 Parking Spaces (Surface): 0 Parking Spaces (Structured): 0 Parking Spaces (Reserved): 2 Full Term: 15 years Firm Term: 15 years Option Term: One additional (5) year option Offered space must meet Government requirements, as per the terms of the Lease for: 1. Fire safety 2. Accessibility (ABAAS) 3. Seismic 4. Sustainability 5. Offered space shall not be in the 100/500 year flood plain. 6. The facility shall include an outdoor playground area or approved (by both GSA and local licensing jurisdiction) indoor play space with access to local parks. Outdoor playground requirements are provided below. Please note that the outdoor playground requirements are not applicable to a facility currently under lease. Outdoor Playground Playground shall comply with the Oregon State Child Care Licensing Requirements which states: (1) There shall be an outdoor activity area which the children can reach safely. If an outdoor activity area is not next to the center, or not under the control of the center during hours of operation, it cannot be used without the specific approval. (2) There shall be at least 75 square feet of outdoor space for each child using the area at one time. In centers where groups of children are scheduled at different times for outdoor play, there shall be 75 square feet times one-third of the center's capacity, if permitted by local zoning regulations (3) The outside activity area shall: (a) Be suitably surfaced. All pieces of playground equipment shall be surrounded by a resilient surface of an acceptable depth or by rubber mats manufactured for such use, according to standards of the US Consumer Product Safety Commission; (b) Be well drained; (c) Be kept free of litter, solid waste and refuse, ditches, or other conditions presenting a potential hazard; and (d) Be equipped to provide age-appropriate activities for gross motor development. (4) The outdoor activity area of a center serving children not yet attending kindergarten shall be enclosed by a barrier (fence, wall, or building) at least four feet high. Centers with certification in effect on July 15, 2001, must comply with a barrier at least three feet high until such time as the existing barrier is replaced. Spacing between vertical slats of a fence shall be no greater than 4 inches. Fences must meet applicable local codes. The playground shall be adjacent to the child care facility and classrooms shall exit onto the playground or to a safe outside area. The minimum outdoor area for playground shall be at least 75 square feet per child for ½ population of the center or the program provides at least 75 square feet of outside play space for each child playing outside at any one time. Before the site for the center and its playground are selected the soil must be tested for the presences of dangerous contaminants such as lead and PCB's. The outdoor playground shall be fully fenced. The fencing shall not be a climbable surface and have no sharp edges. Picket spacing can be no more than 3.5 inches apart. Tops of fences pickets must terminate at a horizontal member to protect against puncturing hazards. Walls adjacent to playgrounds must also not be climbable. Fencing shall meet the security requirements as noted in the GSA Child Care Center Design Guide. Separate fenced areas shall be provided to accommodate the following group sizes and ages: •· 8 Infants •· 14 Toddlers •· 20 Preschool children The fall surfacing around equipment must be resilient surface which conforms to Consumer Product Safety Commission and ASTM impact resistance requirements. The playground surface may be a variety of different surface types. Design shall incorporate natural elements and environment to give an impression of "naturalness" to the finished area. Although not an all-inclusive list, it is desired that the playground provide the following features: •· sand and water play •· area for sand removal and dry-off before re-entering building •· raised garden area •· gross motor development and free play areas •· Tricycle path •· covered play areas for rain or sun protection •· dramatic play area •· play house •· both active and quiet play areas including seating area •· plants to attract birds and butterflies •· drinking fountain •· musical element(s) •· storage for outdoor clothing, gardening tools, outdoor toys, first aid equipment •· Climbing and balancing opportunities 7. Space must be located in either a dedicated child care center building, or on the first floor of a building either along an outside wall with window access to the exterior or along a courtyard with window access. Centers adjacent to a courtyard must have approved means of egress out of the courtyard itself to an area of safety. First floor access is required to allow emergency access for infants, parents to pick-up and drop-off, for deliveries to be made, and allowing direct access outdoor from each classroom. 8. Building must be located within ½ mile of a commuter rail, light rail or subway station or ¼ mile of 2 or more bus lines 9. Signage for the Child Care Center shall be provided at the exterior business sign location and designated parent drop-off entrance. 10. The location must be a defensible space with a secure perimeter and controlled access. 11. The design team for the Child Care Center must have at least 5 years past experiences with delivery of facilities similar to the GSA owned/leased child care portfolio. They must be able to document specialized experience and technical competence with child care projects and provide a portfolio of similarly scoped projects demonstrating knowledge and expert command of child care design principles/ methods and a working knowledge of the GSA Child Care Design Guild. Expressions of interest must include the following information: •· Building name and address and location of the available space within the building; •· Rentable square feet available and expected rental rate per rentable square foot, fully serviced; •· ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, (if any); •· Date of space availability; •· Building ownership information; •· Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking, (if any); •· Energy efficiency and renewable energy features existing within the building; •· List of building services provided The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
