- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center Dahlgren Division intends to award a sole source Basic Ordering Agreement (BOA) task order to University of Mary Washington, D&B# 074744053, 1301 College Avenue, Fredericksburg, Virginia 22401-5300. This requirement will be awarded in accordance with the authority of 10 U.S.C 2304 (c) (1) and FAR Part 6.302-1 (a) (2) (iii) - "Only one responsible source and no other supplies or services will satisfy the agency requirements." The performance period covered under proposed Task Order 0006 is for the Summer 2014 semester, which begins 12 May 2014 and ends July 25 2014. The order shall be awarded under BOA number N00178-12-G-5001. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services. In order to eligible for award, firms must be registered in the System for Award Management (SAM). DoD will no longer make an award to vendors not registered in SAM. Vendors may obtain information on registration via the internet at https://www.sam.gov, or via telephone: 1-866-606-8220.
