Description
The U.S. Army Corps of Engineers, Savannah District, is conducting a sources sought on software known as Cost Works. This is not a request for quotations (RFQ). Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Applicable NAICS code is 511210 Inquiries will only be accepted in writing by email addressed to jara.n.tartt@usace.arym.mil or chad.a.arnett@usace.army.mil Responses should be submitted no later than 25 March 2014 at 12:00 PM (EST) (noon). Cost Works Software is specifically required for use in preparing proposals for individual task order work using RMS. The intent is for both the Government and the Contractor to utilize the same published (catalog) cost and pricing information from the same database in preparing the procurement package. The software not only provides direct and indirect construction costs, but also includes location cost indexes to ensure costs are reasonable based on the location of the project. The software is used as an estimating tool by the contractor and the government to establish fair and reasonable costs for negotiating and modifying MILCON and O&M contract projects. RS Means CostWorks is a commercial software product that has been customized to include numerous DOE-specific properties. CostWorks can be used for: Accurate generation of Replacement Plant Values (RPV), Generation of construction project estimates, and Calculation of sustainment costs based on life cycle costs. CostWorks has 35 industry standard models and 41 DOE-specific models. Additional other structure and facility (OSF) custom models such as fencing and road systems may also be built using CostWorks. This tool has an electronic version of most of the RS Means construction costs library including the Assemblies Cost Data, Green Building Cost Data and the Facilities Maintenance and Repair Data. Currently, DOE purchases 50 licenses per year of this tool for distribution to headquarters and the field offices. The requirement will need to have the ability of models such as 35 Standard Means models (modified for FIMS GSF ranges), 30 Custom DOE models (Site designed), four (4) Unique Pantex models, seven (7) OSF Plant models (chilled water, steam and treatment plants), OSF models - fencing, industrial gases, roads, storm water systems and OSF utility distribution systems - electric, nat. gas, sewage, steam and water systems.
