Description
Please see revised Sources Sought: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which have a corresponding Size standard 750 employees. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran­ Owned, Hub-zone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice and identify your small business status to the identified NAICS code if applicable. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers within the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work that will be accomplished by the teaming partners. The Government will use this information to determine the best acquisition strategy for this procurement. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WWMPA F-16 System Integration Section, Hill AFB, UT intends to award a contract to provide F-16 Block 25/30/32 with a viable radio solution to provide Link 16 capabilities. The intent is to provide this capability in a small form factor with minimal aircraft wiring (Group A) additions. This capability is also required to work in cooperation with other radios/data links on the aircraft. To understand the market and potential sources, please answer the following questions. Please keep all answers at an unclassified level. a. What Link 16 capabilities does your radio have? b. What range of transmit power are you capable of with the input of 28 VDC per MIL-STD-704? c. What interfaces does your radio have with emphasis on the 1553 BUS, and Ethernet I/O? d. How does your radio support programmable crypto and multi-network participation groups? e. What form factors is your radio available in? f. What type of anti-jamming capabilities does the radio have? g. What type of radio interference do you anticipate with the current F-16 capability, and what is your plan to mitigate these issues? h. What cooling requirement does your radio require, and what is your plan to minimize cooling air draw? i. What is the qualification status of your radio? What is the notional timeline for certification? j. What is an estimated timeline to integrate the radio onto the F-16? 3. When responding please include: a. Company Name and Cage code. b. Who your POC is? Please provide an email address and commercial phone number. c. NAICS Code. d. Business size classification for NAICS and qualifications if any and any sub-category. e. Would you be a prime or subcontractor? f. Your lead time for the task performance. g. What is your familiarity with the existing F-16 Block 30 Data-Link and radio systems? Please describe. h. Detailed answers to the questions in 2.1 a - j above? 4.
