Description
THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10, MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. Not responding to this RFI does not preclude participation in any further RFP, if any is issued. This RFI is issued to assess the level of interest and capabilities of all interested parties. Background: On October 1, 2001, Treasury deployed the Safety Health Information Management System (SHIMS) program as a proprietary application designed to service internal department needs. In 2005, the Department of the Treasury was certified by the Office of Management and Budget and the Office of Personnel Management (OPM) as one (1) of six (6) Federal Shared Service Centers (SSC) for the Federal-wide Human Resources Line of Business (HRLoB). As a SSC, the Enterprise Business Solutions (EBS) within OCIO provides HRLoB services to a number of Federal agencies. The Treasury HRLoB provides government-wide, modern, cost effective, standardized, and interoperable human resources solutions to support the strategic management of Human Capital. It was initiated in accordance with the OPM mandate to address duplicative and redundant human resources systems and processes across the Federal Government. The current system is owned by Treasury and maintained collaboratively by the Government and an incumbent contractor. SHIMS has not incorporated new technological developments, and therefore exceeded the normal life cycle for such a system. As the program office progressed toward replacement of the legacy application, the Treasury Office of the Chief Information Officer (OCIO) recognized an opportunity to incorporate the Worker's Compensation and Safety and Health Case Management service offering into its shared service portfolio. Treasury seeks a system that leverages the capabilities of current technology to effectively manage Health & Safety (HS) and Workman's Compensation (WC) information on one platform. Treasury's shared service offering utilizes PeopleSoft HCM 9.0 for employee, manager, HR self-service, PeopleSoft e-Performance module for performance management, a Monster Government solutions talent acquisition tool (Career Connector), Microsoft Business Intelligence for reporting and data analysis, customized PeopleSoft Enterprise Portal 9.1 for on-boarding and employee provisioning services (see www.workplace.gov) and Plateau as their Learning Management System. Embedded within the HR Connect Solution, an Entry on Duty System (EODS) offers Federal Employees a forward- facing interface which provides on-boarding assistance including benefit applications and new hire data collection as they enter the Federal workforce. Additional integrated systems include a Microsoft SharePoint portal and document repository, Corner Stone On Demand, an integrated talent management system delivered as Software as a Service (SaaS) and Modernized Safety Health Information Management Systems (SHIMS) Commercial Off the Shelf (COTS) Environmental Health and Safety product: an integrated Case Management, Workers' Compensation and Claims Management System. HR Connect interfaces with a wide variety of client systems, both COTS and proprietary applications. Finally, the HR Connect solution utilizes a bi-directional relationship with the National Finance Center's back-end payroll service, transmitting personnel and position data and completed automated and applied actions such as grade increases. The existing HR Connect solution supports over 150,000 users from seventeen organizations within five federal agencies. The solution architecture and infrastructure has been designed with significant scalability and expandability to accommodate increased resource demands resulting from new customers deployed as users of the application. The purpose of this proposed acquisition is to procure and deploy a full lifecycle Integrated Environmental Health and Safety System (IEHSS) solution through an external service provider. Treasury intends to select this solution based on industry best practices aligned with its primary objectives. While Treasury will consider all reasonable solutions, the following objectives below must met Treasury's primary objectives: O.1 The IEHSS solution shall leverage the capabilities of current technology to effectively manage Environmental Health Safety (EHS), Workman's Compensation (WC) and Case Management (CM) information on a single platform with configuration ability for each capability and tenant. O.2 The IEHSS solution shall be a scalable multitenant application with the ability to introduce new functionality and accommodate the addition of new unique populations without impact to existing core capabilities or users. Security roles shall be defined at the global and tenant level. O.3 The IEHSS solution shall offer a cost effective hosting method (SaaS, PaaS, IaaS, managed services, traditional on premise data center hosting) while meeting Treasury security and data integrity requirements. O.4 In addition to a full scale IEHSS systems deployment the contractor shall offer the following services: a. Helpdesk/Customer Support b. Continuity of Operations (COOP) and Disaster Recovery (DR) capability c. Access Control and Authentication d. Infrastructure Interoperability e. Applications Operational Performance Reviews and Analysis Requested Industry Feedback and Comments: Responses should be based on the material contained in this notice and any other relevant information the vendor thinks is appropriate. Vendors should not send in proposals, please answer the questions below. The vendor shall discuss their solution and its capability to meet Treasury's needs in at least the following areas: 1) Cloud Services: a) What cloud services are offered by your company? Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS)? b) Is it possible to obtain HS and WC solution via cloud services? c) Are your services FISMA and/or FEDRAMP compliant? d) Are these services organic to your company or is subcontracting required? e) Are you able to provide a two-factor authentication enabled solution that is flexible and can integrate with the Treasury's enterprise authentication services solution? 2) Do you offer Health Safety (HS) and Worker's Compensation (WC) case management as core system functionality or are those integrated with a third party solution/software? 3) What are the integration interfaces that you presently offer? 4) Can your solution be integrated with an ERP such as Oracle/PeopleSoft & SAP? 5) What ancillary services do you provide? i.e. Helpdesk. 6) Is your application capable of performing business intelligence analytics and predictive analysis? 7) Rough Order of Magnitude: The information requested will be used to develop the Government's project estimate. It will not be analyzed as a proposal. a) What is the ROM for implementing the full lifecycle solution based on the information we've provided? What are the other prices associated with your solution? b) What is the typical price structure for implementing your solution (e.g. labor, other direct costs, subcontracts?) c) What is the price structure during maintenance and are there price breaks based on user access for the solution? 8) Can your solution demonstrate out of the box functionality for chemical management vis-à-vis Material Safety Data Sheet management? 9) Can your solution demonstrate out-of the box functionality for Environmental Services? 10) Can your solution demonstrate out-of the box functionality for Safety Services -: -lock out/ Tag out -Bio-Safety -Equipment clearance 11) What is the size of your vendor company? 12) Describe past experience serving Federal clients of this size and scope. 13) Identify your organization's applicable socioeconomic factors. 14) Are you familiar with the different types of Government contracts? i.e. FFP/labor hour? 15) Is your solution available to be purchased on any existing contract vehicle, i.e. GSA Federal Supply Schedule (FSS) or GWAC? If so, identify and provide the contract number and contract line items applicable to your ROM. Please also identify any open market costs, if any, that would be associated with a FSS procurement. Please submit your answers to the above questions if you feel that your company can provide all of these services for five years by March 18, 2014, by 2PM, EST. No pricing information, other than ROM information, shall be submitted or accepted from vendors.
