Description
The Federal Aviation Administration (FAA) William J. Hughes Technical Center intends to award a single source contract in accordance with the FAA Acquisition Management System (FAAAMS) 3.2.2.4 to TRC Environmental Corporation of Windsor, Connecticut, in support of the Technical Center's Superfund Cleanup Program. This award will be a bridge contract for the continued performance of highly specialized environmental engineering and scientific work for a period of one (1) year. The purpose of the bridge contract is to avoid a discontinuation of services while planning for a new procurement. TRC is uniquely qualified and has in-depth knowledge of the site conditions, environmental setting, and a complete understanding of all contaminated media. TRC has been on-site at the Technical Center since 1986, and has participated in all phases of site remediation, from initial site characterizations through the final design of the existing treatment systems, and has conducted the initial evaluations for enhancing the existing treatment systems. TRC has exclusive site-specific expertise in environmental investigations, remediation and design; hydrogeological conditions; and ecological risk assessment and investigations. TRC's high level of professional competency with Environmental Protection Agency (EPA), New Jersey Department of Environmental Protection (NJDEP), and the Pinelands Commission has provided significant benefits and cost savings to the FAA. The Government estimates that it would take a minimum of one year of "time required" for another contractor to reach the required level of competence possessed by TRC. This learning curve would result in a potential additional cost to the FAA of approximately $2.7 million, and would ultimately delay the implementation of the remedial enhancements, further increasing the cost of using an alternate contractor. Nonetheless, the Federal Facility Agreement (FFA) that was signed with the EPA establishes stringent compliance schedules for accomplishing the investigation and cleanup of all contaminated sites on the facility. The FFA imposes stipulated penalties of up to $10,000 per week against the FAA for failure to meet compliance schedules. Failure to clean up these sites would lead to the contamination of Atlantic City's Reservoir and well field system. The latter system, a majority of which is located on Center property, provides potable water to 32 million casino visitors per year as well as 40,000 year round residents. In the past procurement cycles, attempts by the Government to compete this requirement as a full and open procurement resulted in award to TRC. In 2003 and 2009 these requirements were solicited and awarded as a single source contracts to TRC as contract numbers DTFACT-03-D-00035 and DTFACT-09-D-00004. Accordingly, a competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
