Description
NASA intends to award a sole-source extension to contract NNG12CR29C to Stinger Ghaffarian Technologies, Inc. (SGT), pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, in support of Goddard Space Flight Centers (GSFC) Applied Engineering and Technical Directorate (AETD). This modification will extend the contract for a period not to exceed 16-months beyond current contract. The extension will be structured as one 12-month period, from June 1, 2014 through May 31, 2015 and one additional 4-month option period from June 1, 2015 through September 30, 2015. This will allow for continued services until the competitive follow-on is awarded. The current contract is a Cost Plus Fixed Fee (CPFF) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract. The contract extension will allow for new work and continuation of existing work until the competitive follow-on contract is in place. The contract extension is necessary in order to ensure program continuity and critical mission support and to avoid significant technical impacts to the AETD and supporting directorates. The current Contractor is required to provide on/off-site multidisciplinary engineering services supporting all aspects of mission and instrument development and implementation as required by the AETD. An interruption and restart of those tasks, with a new contractor for a limited time until the competitive follow-on contract is awarded, would greatly jeopardize the success of critical and highly visible Agency programs.The Government does not intend to acquire a commercial item using FAR Part 12. SGT, Inc., as the current incumbent, has the combined training, experience, and expertise to provide uninterrupted continuation of mission critical support. Due to the time and substantial duplication of costs involved in procuring and phasing in another contractor, SGT, Inc. is considered the only contractor that can meet GSFCs needs. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, via email, to the identified point of contact not later than 4:00 PM EST on March 26, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
