- Request for Information #D14PS00259 A Market Survey for Vendor Comments on the Draft Schedules and Option CLIN Structure for Planned Requirement to Provide Maintenance Support for Integrated Digital Voice Communication (IDVC) System This Request for Information (RFI) is being issued by the U. S. Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) for the DOI, Office of Chief Information Officer (OCIO), Telecommunications Services Division. This is solely market research to determine if the draft Schedules (Attachment 6) and the draft requirements documents contain a viable CLIN structure for a possible for RFP, proposal, and resulting Contract. Potential sources with the capability to provide the requirements referenced in this RFI and Attachments 1 through 6 are invited to reply to the RFI questions and submit meaningful vendor comments about specific changes they recommend be made to the Draft PWS and Draft Schedules in order to have a viable structure for providing the requirements. The Government anticipates that this requirement must be performed by only Alcatel-Lucent certified providers. This RFI is issued solely for information purposes and does not constitute a solicitation or obligation on the part of the government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Questions received in RFI responses could possibly generate changes to the requirements documents. Therefore, the questions and answers may not be disseminated to RFI responders. Dependent upon the results of this market survey, AQD may subsequently issue a solicitation to acquire the appropriate services. The RFI document and attachments can be accessed at Fed Connect: https://www.fedconnect.net/FedConnect/Default.htm   REQUEST FOR INFORMATION: OVERVIEW OF GOVERNMENT'S POTENTIAL REQUIREMENT BACKGROUND: The Department of the Interior protects and manages the Nation's natural resources and cultural heritage; provides scientific and other information about those resources; and honors its trust responsibilities or special commitments to American Indians, Alaska Natives, and affiliated island communities. The OCIO is responsible for the Department's IT Transformation plan to cut cost and modernize IT infrastructure. The Voice Branch within its Telecommunications Services Division manages the Integrated Digital Voice Communication (IDVC) System - a customized state of the art telephony solution consisting of eight integrated locations through-out the United States. The IDVC System is a customized Alcatel-Lucent hybrid telephone system that includes both digital and Voice over Internet Protocol (VoIP) equipment. The OCIO has established a Service Level Agreement (SLA) of 98% system availability for the IDVC with its customers. Contractor failure to meet this goal will result in departmental personnel not having essential voicemail, local and long distance telephone service. Planned system outages are the only exceptions to this SLA of 98% system availability for the IDVC. Additionally, the IDVC system is scanned monthly by the OCIO Information Assurance Division with a vulnerability analysis tool. An electronic copy of each report and session data is provided to the Voice Branch Chief. Market Survey for Vendor Comments on the Draft Schedules and Option CLIN Structure PURPOSE: The OCIO, Telecommunication Services Division is issuing this RFI to determine if interested sources would be able to submit pricing using the draft Schedules (Attachment 6) for the Government's potential requirement for hardware and software maintenance for telephony nodes at various locations throughout the United States. The requirement is for a Contractor to provide: 1. 24/7 hardware and software maintenance coverage during system failures. The requirement also requires a 24 hour toll free number where the operator can dispatch a certified technician who will respond and be on-site within four hours if the issue cannot be resolved remotely. 2. On-site maintenance support at its OCIO Denver location. The intent is to provide on-site technical support for the daily operation of Alcatel-Lucent OmniPCX Enterprise (OXE) Telephony system and Genesys & OmniTouch Contact Center applications and AVST CX-E Voice Mail System. The requirement is to have a certified technician on-site during core business hours to perform high-level troubleshooting as well as move-adds-changes (MAC). 3. A Genesys Administrator responsible for the full system administration of the Genesys product suite of components. The Administrator position is at the Reston, VA location. DOI reserves the right to change location in the future. 4.Technical Refreshment by providing and installing telephony hardware and software, software upgrades, and other components of the IDVC system to assure continued supportability of the system throughout its service life. 5.System Expansion as needed by providing and installing telephony hardware and software, software upgrades, and other components for additional locations to the IDVC system as well as for facility modernization (such as Wing modernization at the Main Interior Building [MIB]). 6.Transition In and Transition Out services to ensure smooth handoff from one Contractor to another at the beginning and end of this Contract. The primary goal of this anticipated acquisition is to achieve 98% system availability. The Performance Work Statement (Attachment 1) describes the necessary requirements to achieve this goal. The Government's requirements seek consistency with the best commercial practices to the maximum extent practicable. This information must indicate the vendor's ability to submit pricing using the draft Schedules (Attachment 6) and the draft requirements documents attached (including Performance Work Statement (PWS)), Attachments 1 through 6, and provide comments, as indicated below. The government reserves the right to invite one or more market survey participants to discuss their capability of performing similar commercial activities, experiences, and current business best practices. The informal meetings are for information gathering only. The information obtained from this market survey and informal exchange may be used to form the basis of a future solicitation.
