- Background The National Agricultural Statistics Service (NASS) requires technical, methodological, and liaison services to provide programming, guidance, and training support for the NASS publication tools, or Agricultural Report Generator (ARG) system. Services are required to make ARG usability and performance improvements; necessary changes to meet agency software processing standards, enterprise architecture requirements, and standardized metadata for accurately creating the Agricultural reports; and make essential program modifications for producing the 2012 Census of Agriculture publication products. These technical services are necessary so that NASS can continue to consistently produce timely, accurate, and useful official publications of U.S. Agricultural Statistics. Mr. Markham has a vast knowledge of NASS published data and software applications used to create NASS published products. Mr. Markham has thorough knowledge of the agency's metadata, databases structure, and publication systems that support NASS publications. Program Objectives Technical Expertise and Guidance Provide technical expertise, guidance, and programming support for enhancing and testing the ARG for creating timely and accurate NASS publications. Provide technical expertise, guidance, and programming support for enhancing and modifying NASS FoxPro application utilities and systems. Provide technical expertise, guidance, training, and programming support for updating the documentation and On-line Video Training Modules for the ARG system. Methodology Development, Implementation, and Application Develop the methodology and make program modifications for the ARG to utilize the output from a redesigned NASS pre-PubTools Census process for the publication of NASS Census and Survey estimates. Develop the methodology and make program modifications required to implement publication requirements for the 2012 Census of Agriculture Volume I and follow-on products. Develop the methodology and make program modifications to improve the ARG functionality and performance, especially in utilizing the new Review, Estimates, Comments, Approval and Publish (RECAP) and Quick Stats centralized database systems for creating NASS publication files in accordance with the NASS publication standards and guidance. Develop and implement ARG training for Field Office personnel in the capabilities of ARG. Technical Liaison Work with NASS staff on Operational Efficiency 2 efforts to integrate existing Visual FoxPro systems into enterprise application systems using enterprise resources. Work with NASS staff to enhance ARG capability to utilize the new RECAP and Quick Stats centralized database systems. Work with NASS staff to ensure that the ARG can produce Census Volume I and follow-on products which meet current agency publication requirements and standards. Work with NASS staff to update the ARG documentation and On-line Training Modules, and provide ARG training to Field Office personnel. In accordance with FAR 6.302-1 and 41 USC 25(c)(1), the service needed by the USDA is available from only one responsible source and no other type of service will satisfy the needs of the USDA. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
